Job summary
An exciting opportunity as NHS Suffolk and North East Essex Integrated Care Board (ICB) are seeking to appoint a Governance and Risk Manager.
The Governance and Risk Manager will work directly with the Director of People and Workforce, assisting in advice to the Chair, Chief Executive and all other Directors and Partners of the Board to ensure that effective and compliant integrated corporate governance and risk management arrangements are in place and that the Board and its committees are supported and operate effectively and efficiently. The post requires good technical and operational knowledge and the sensitivity and judgement to apply this wisely.

Main duties of the job
* Report to the Director of Workforce and People and assist in support to the Chair, Chief Executive and the Board in the achievement of the ICB's strategic aims.
* Support the Director of Workforce and People in the establishment of arrangements for sound corporate governance and risk management, including the ICB's governance rationale and associated governance and risk management frameworks and provisions to ensure compliance with the Establishment Order, ICB Constitution, Standing Orders and other terms of reference.
* Have responsibility for ensuring the smooth day to day operation of the ICB's decision making and reporting machinery, and for the formal administration of its affairs.
* To be a resource for the Board on matters of corporate governance and risk, particularly where challenging issues require resolution.
* Ensure that the ICB's business is conducted with probity, accountability, and in accordance with national standards and regulations.
* Ensure that meetings of the Board and its Committees run effectively, and that proceedings and resolutions are properly recorded, also ensuring that the decisions, mandates, and actions delegated by the Board are appropriately assigned and communicated.
About us
The NHS Suffolk and North-East Essex Integrated Care Board (ICB) plans and buys healthcare services for our population. This function is commonly referred to as commissioning. To do this, we work within a budget of around £1.5 billion, which is set by NHS England, and work closely with local government and the NHS providers in our area. The ICB has delegated some authority to the three health and wellbeing alliances that operate in Suffolk and North-East Essex to act on its behalf. This is to ensure that the needs of smaller, local areas are addressed.

* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
* Evidence of post qualifying and continuing professional development.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.
* Member of relevant professional body.
* Demonstrates insight into the codes of governance applicable to ICBs and the NHS more generally.
* Demonstrates insight into the key legislation, Policy and Regulations applicable to ICBs and the NHS more generally.
* Demonstrates competence and success in corporate policy making.
* Demonstrates experience and competence in interpretation of legislation and regulations.
* Demonstrates experience advising a Board of Directors on matters of governance, risk management, compliance and best practice.
