Key Requirements:

3. Strong expertise in Teckal arrangements, public sector procurement law, and company governance, with a deep understanding of local authority structures and regulatory requirements.
4. Proven experience in drafting and negotiating members' agreements, funding arrangements, and governance documentation for local authority-controlled entities.
5. Ability to provide high-level strategic legal advice to senior stakeholders on complex legal matters affecting local authority-owned companies.
We are seeking an experienced and highly skilled Expert Company Lawyer to provide legal expertise and guidance on matters related to companies owned by local authorities. The successful candidate will be responsible for advising on Teckal arrangements, control aspects, members' agreements, funding, and governance structures, ensuring compliance with all relevant legal and regulatory frameworks. This is a unique and impactful role for a lawyer with a deep understanding of public law, corporate governance, and local authority structures.
Key Responsibilities:
1. Provide expert legal advice on Teckal arrangements (i.e., the exemption for local authority-controlled companies under procurement law), ensuring compliance with the regulatory framework and advising on the control aspects of these companies.
2. Draft, review, and negotiate members' agreements for companies owned by local authorities, ensuring clarity in roles, responsibilities, and governance, and ensuring they align with public sector objectives and legal requirements.
3. Advise on and structure funding arrangements for local authority-owned companies, including the legal implications of financing and operational governance arrangements.
4. Ensure that all legal arrangements, including company governance, control mechanisms, and funding models, comply with public sector regulations, local authority guidelines, and relevant case law.
