Starting salary band:
* D1 grade: £51,024-£53,575 per annum depending on skills, experience and qualification.
* Staff with the London Office as their work location will attract a London weighting allowance of £3,217 on top of their base salary.
Full time & Permanent: This role works on a Hybrid basis which requires a minimum of 2 days office attendance (40%).
Location: Our London, Cardiff, Edinburgh or Belfast office locations or homebased. [Regular travel to London will be required.]

We are recruiting for a Legislation Manager to join our Legislation, Strategy and Coordination team. The Legislation, Strategy and Coordination is currently a small team but works closely with colleagues across the organisation and external stakeholders to ensure the Commission implements and delivers new activities arising from new electoral reform.
Recent election-related legislation has been implemented for UK Government elections (the Elections Act). Large scale electoral reform is underway in Scotland and Wales for the Scottish Parliament and Senedd elections in May 2026 and local government elections in May 2027.
The UK Government set out an ambitious reform agenda in its manifesto including votes for 16 year olds, improvements to electoral registration and strengthening political finance. We may also see reform in Northern Ireland.
This work will be supplemented by a significant volume of new secondary legislation covering a wide range of electoral policy areas.
The Role
The role provides a unique opportunity to join a small, dedicated and enthusiastic team responsible for planning, coordinating and monitoring the Commission’s work to respond to primary and secondary legislation needed to implement electoral reform across the UK, Wales and Scotland.
The postholder will use and update appropriate project management tools to ensure interdependencies, assumptions, risk and issues are captured and clearly communicated across the Commission. They will also liaise with Government officials to ensure that the Commission’s plans, assumptions and expectations about primary and secondary legislation are communicated, and that information used to inform the Commission’s implementation plans are accurate and up-to-date.
Who we are looking for
You’ll need to be organised, proactive and enthusiastic, able to manage projects and juggle conflicting requirements to deliver a wide range of outputs. You will be working collaboratively with teams across the Commission, as well as external stakeholders, to deliver initiatives that make a real difference.
To be successful in this role, you will need to have:
* Experience of managing and delivering work through formal project management methodologies
* Proven track record of successfully meeting objectives and achieving planned results to tight deadlines
* Strong project planning and time management skills, experienced at managing multiple time pressures and delivering high quality outcomes
* Ability to manage a broad range of cross-cutting workstreams, understanding the technical detail while focusing on the strategic issues
* Strong written and verbal communication skills
Pay Progression
The Commission is about to launch a new Pay Structure in July 2025 which introduces performance based pay progression depending on performance. Eligibility for the performance-based pay progression in April of the following year is dependent on having completed the required six months service at the progression rating date (31 January). The new structure allows the potential for pay progression on top of any inflationary increase for staff. The range below shows the potential maximum pay progression in addition to any annual inflationary increase to your pay. The full width of the D1 Band starts at £51,024 and goes up to £68,032. Please note that the salary band for new staff is up to £53,575 and our default position is to appoint into the lower zone of the band unless exceptional circumstances.

Alongside your salary based on £51,024, the Electoral Commission contributes £14,781 of your basic salary towards you being a member of the Civil Service Pension scheme. The Electoral Commission offers a competitive mix of benefits including:
