We are recruiting a Transport Development Management Officer to our growing transport, climate, and planning team. Join the Torbay story and help deliver our vision for transport in Torbay with a focus on new development.

Recruitment to this role comes at a time of change in the planning policy context where updated national and local policy will take effect. You will ensure that statutory consultation advice is provided to the Local Planning Authority, working with colleagues in our highways service to ensure the highway design standards are met and that sustainable development is prioritised. This will include the review of Transport Assessments, Statements, and Travel Plans; of layout drawings; of development impacts on the wider area and mitigations for that.
Your role will include working with applicants, agents and consultants, liaising with and advising departments and partners on issues relating to highway design and site layouts, their impact on our network and understand the need for effective and efficient communication, both written and verbal.

Skills
Essential:
* Excellent negotiation skills, able to negotiate effectively with clear, decisive and persuasive communication skills.
* Ability to work independently, analyse data and recommend options/solutions for Torbay’s transport network. This will require a creative approach to problem solving.
* Able to confidently provide expert advice to Members on transport solutions and the implications of decisions in a public forum.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* Knowledge of relevant legislation, including the Highways Act, Town and Country Planning Act, and relevant design standards.
* Able to provide specialist transport advice including legal requirements for CIL/section 106 financial negotiations with developers.
* Knowledge of national design and other policy documents to support safe and sustainable travel and accessibility.
Experience & Qualifications
Essential:
* Experience of the planning process.
* Experience of planning and/or delivery of Transport schemes.
* Degree (or equivalent) in Transport Planning, Civil Engineering or a related and relevant subject.
