Procurement Manager
* Annual Salary: £49764 plus excellent local authority benefits
* Location: Leicester (Hybrid - 2 days in office per week)
* Division: City Barrister & Head of Standards

We are seeking a Procurement Manager to work in the councils Corporate category - covering construction projects and regeneration in city of Leicester. This role is pivotal in managing the procurement of high value/risk goods, works, and services, driving service delivery to the council’s customers and achieving strategic procurement objectives. The role has only come about due to current post holder promotion.
Day-to-Day of the Role:
* Provide clear direction and manage team performance by setting objectives, agreeing outcomes, and holding individuals accountable.
* Foster a culture of respect and diversity, adapting leadership style to ensure positive outcomes.
* Utilize HR tools for effective people and performance management, including Quality Conversations and continuous improvement practices.
* Inspire creativity and innovation within the team, supporting development and encouraging autonomy.
* Manage a wide range of procurement processes and tasks, including planning, documentation preparation, market engagement, and contract negotiations.
* Lead or participate in cross-functional teams to deliver significant high-value/risk procurement projects.
* Ensure adherence to the council’s contract procedure rules, Public Contracts Regulations 2015, and other relevant legislation.
Required Skills & Qualifications:
* Extensive experience in Public Sector procurement, tendering, and contract management, particularly with complex, high-risk, and high-value projects.
* Proven ability to recruit, coach, and develop procurement staff.
* Strong ICT skills, particularly in Microsoft Word, Excel, and email.
* Demonstrated success in achieving savings and service improvements through strategic procurement.
* In-depth knowledge of contract law and UK public procurement law.
* Understanding of local government environment, efficiency agendas, and the application of risk management techniques.
* Member of CIPS or equivalent procurement experience.
