Senior Commissioning Manager Vacancy with Birmingham City Council

Hays Procurement are delighted to be partnering exclusively with Birmingham City Council to recruit for a Senior Commissioning Manager on a permanent basis, as part of a large-scale recruitment campaign. This role will sit within the IT and Data category and will support the Lead Commissioning Manager in commissioning services across the digital, data and technology categories. This role will give the incumbent candidate the opportunity to manage the full procurement lifecycle across areas such as hardware, software, networking and infrastructure, as well as support and coach team members who are responsible for any below threshold tender processes.
This permanent vacancy comes with a salary of between £40,221 and £48,474 per annum (dependent on skills and experience), 30 days annual leave plus bank holidays, a hybrid working pattern and a generous pension scheme.

The Digital and IT commissioning team are part of and work closely within the multidisciplinary Digital and Technology Services (DTS) directorate, contributing to the transformation of public services for the UK's second-largest city. The team work across a multitude of areas, including hardware, software, infrastructure, networking, telephony, development, data and cybersecurity, and are key to delivering procurements within our major programmes and projects, to deliver essential services across Birmingham to over 1.2m citizens.
Job Purpose
You will be delivering a range of procurements, all above the threshold, across digital and technology categories, taking responsibility for the full procurement life cycle. You will have significant stakeholder exposure, providing presentations of tender opportunities, procurement activity reports and regular engagement to understand requirements to achieve the best outcomes for the Council. This role will also include some strategic elements, as you will be expected to develop analysis that contributes to the development of procurement strategy, review policy and identify any opportunities for improvement to maintain and improve services. While this role doesn't have direct line management responsibility, you will be mentoring and supporting junior teammates.
Key attributes for this role
* Technical knowledge and experience: Demonstrable IT category and commercial knowledge and experience, with a proven record of accomplishment in delivering IT procurement. Knowledge of procurement and commissioning management, as well as policy development and monitoring.
* Public Sector exposure: Experience of working within the Public Sector and/or Local Authority including experience of defined Public Sector routes to markets.
* Regulatory understanding: Significant knowledge of Public Sector business processes and governance e.g., procurement planning, commissioning and reporting.
* Interpersonal skills: Significant communication, influencing and negotiation skills, with a proven ability to build credibility with senior managers, partners, internal and external stakeholders.
* Qualifications: CIPS or MCIPS qualifications are desirable or equivalent experience.
