Job Description:
The Tree & Landscape Officer will be responsible for the Council’s trees function relating to Planning and will ensure it enhances and improves the quality of the urban landscape in the Borough with particular reference to trees. Responsibilities include:
* Coordinating and supervising tree appeals, ensuring the Council's compliance with regulations and submitting the eventual statement/completed questionnaire within the prescribed period.
* Preparing reports to the Planning Applications Committee on appeal decisions and tree work applications.
* Determining tree work applications prepared by the landscape assistant in accordance with legislation, government guidance, and Council standards.
* Providing DM officers with expert written advice and guidance on arboricultural and landscaping matters on current planning applications and leading negotiations regarding landscape matters.
* Initiating, preparing, and taking forward proposals for new Tree Preservation Orders, including surveys and technical drawings.
* Discussing proposals with objectors aiming to resolve situations as appropriate.
* Preparing reports and presenting cases on objections to new Tree Preservation Orders to the Planning Applications Committee and advising Members accordingly.
* Initiating and taking enforcement action as necessary in relation to breaches of Tree Preservation Order legislation and representing the Council in Court where it relates to such matters.
* Advising Enforcement Officers in the enforcement of planning legislation as it relates to trees and landscape matters.
* Managing the appointment of consultants to provide structural engineering reports and/or arboriculture reports as needed.
* Providing expert advice on arboricultural letters within the Council and to individuals and external organisations.
* Ensuring that statutory and Council policy requirements in relation to tree preservation in conservation areas are met.
* Leading negotiations with developers regarding the retention and protection of trees and other landscape areas on development sites.
* Reviewing and evaluating planning conditions relating to tree work and contributing to the New Local Plan regarding landscaping policies.
* Using IT and other computer software as required to improve tree and landscape services to the public.
* Organising and prioritising the work of the Team in accordance with targets including Service Plan targets.
* Ensuring that health and safety policies are implemented and presenting consents regarding their operation or any other safety matters with the appropriate line manager.
* Keeping up-to-date with changes in techniques, legislation, and guidance relevant to the field of work and ensuring these are imparted to other Team members.
