The Directorate oversees the full range of pharmaceutical issues, including medicines pricing, patient access to medicines and prescribing. The Medicines Frameworks and Reimbursement Branch have specific responsibility to ensure community pharmacies are paid fairly while securing value for money for the NHS, sponsorship role of pharmaceutical wholesalers and lead for various medicine polices such as generic medicine pricing, information regulations which enable access to suppliers data and a national falsified medicine deterrent arrangements. The team works closely with NHS England and the wider NHS, the Medicines and Healthcare products Regulatory Agency (MHRA), arms length bodies such as the NHS Business Services Authority (NHS BSA) and mainly through their representative bodies pharmaceutical manufacturers, wholesalers and community pharmacies. Job description Job Description The postholder will be responsible for a portfolio of policies across the team which support the safe and efficient supply of medicines to the NHS and ensure fair pricing of generic medicines, including: ensuring that community pharmacies are reimbursed fairly this includes administering the Health Service Products (Provision and Disclosure of Information) Regulations 2018 (Information regulations) which require anyone manufacturing, distributing or supply UK health service products to record, keep and provide information about those products. The data provided underpins the community pharmacy reimbursement arrangements and the Departments ability to manage supply issues. Develop and Implement supply and pricing policies to support medicine supply shortage mitigations such as serious shortage protocol and pharmacists supply flexibilities. Develop and implement key policy ears such as generic medicine pricing policy and falsified medicines. The DHSC sponsorship of pharmaceutical wholesalers including ensuring that their interests are considered as supply chain policy develops and understanding their changing landscape especially with regard to increasing efficiency and service delivery. Please note for the role to be offered on a part time basis, the successful applicant would need to agree to 0.8 minimum FTE. Person specification Person specification Role responsibilities The following will be the main responsibilities of the role however there is expected to be an element of flexibility across the team during work surges. · Information regulations - responsible for establishing and implementing supplier compliance monitoring and enforcement processes. · Responsible to deliver serious shortage protocols (SSPs) when needed as recommended by the medicine supply team to help mitigate a supply shortage. · Lead the sponsorship role in respect to pharmaceutical wholesalers, managing a broad range of ever-changing issues alongside longer-term work including supporting digitalisation of the sector and understanding what the future distribution landscape will look like. · Lead the Departments policy for a national falsified medicines deterrent system including the use of the powers under the Medicines and Medical Devices Act · Manage a small team. Key skills and experience required for the role Strong ability to deliver at pace, this is a fast-paced environment, and we are therefore looking for someone who is able to effectively manage a busy and varied workload, using their excellent organisational skills to deliver high quality products within tight deadlines. Ability to work confidently and problem solve, making effective decisions quickly and spotting and responding to issues early. Have confidence managing competing priorities and leading a diverse portfolio of priorities. Strong ability to build and maintain strong working relationships across a network of internal and external stakeholders. Strong ability to provide strategic advice to senior colleagues and manage the delivery of those strategies once agreed. Excellent verbal and written communication skills, with an eye for detail. Ability to produce briefings and communications materials to promote a clear understanding of key issues and initiatives. Experience of working flexibly to adapt plans and resolve complex issues in collaboration with partners. The postholder will need to keep up to date with potential changes that could impact on medicines supply, as well as wider developments and initiatives that could help improve supply resilience.
