Main duties of the job
The Deputy Head of Emergency Preparedness, Resilience & Response (EPRR) is a high-profile role with Trust wide responsibility.
Working with the Head of Emergency Planning, the post holder will support delivery of the NHS EPRR requirement and its portfolio for the Trust, ensuring the Trust remains resilient to incidents and disruptive events.
Together, the EPRR Team will enable the organisation, as a Category 1 responder, to meet the full statutory duties under the Civil Contingencies Act 2004, ensuring alignment of the Business Continuity Management System (BCMS) to ISO22301 and NHS England Core standards for EPRR, and to evolving national guidance, supporting the site operations team to manage incidents effectively.

Job responsibilities
1. To support the Hospital based tactical resilience groups to develop robust site based resilience plans.
2. Support the design, delivery and maintenance of a comprehensive Business Continuity Management System (BCMS) across all Trust directorates, delivery partners and supply chain fulfilling the requirements of stakeholders and aligning the Trust to ISO 22301 providing assurance to regulators.
3. Maintain the Trust's business continuity management system and ensure it stays relevant to the risk environment such as industrial action, terrorism or infectious diseases outbreaks.
4. Ensure the Board of Directors and site operations teams are fully briefed and confident in the Trust's preparedness arrangements.
5. Support the Trust's emergency planning function to manage the response to major and / or mass casualty incidents by supporting the development and maintenance of key response plans and action cards.
6. Support strategic, tactical and operational managers to ensure they are confident in their command and control roles.
7. To aid the site operational teams formulate the operational response to planned and unplanned events.
8. To assist with, and lead as appropriate, the comprehensive training and exercising programmes for staff at all levels from 'floor to Board' with specialist training for those members of staff with specific roles in the Trust's response to incidents, and all managers on the on-call rota.
9. Where required by Trust Leadership, directly support the response to an incident, crises, or emergency. This may require a flexible approach to business working hours, extended hours at work, and a requirement to attend University Hospital Southampton (UHS) out of core business hours.

* Evidence of continued study / professional development to post graduate level or able to demonstrate experience to this level.

* Experience of working in a leadership position in a busy operational delivery / management role within a healthcare, other emergency service or similar environment
* Evidence of communicating and presenting a variety of complex information in a range of formats e.g. presentations, reports, to different audiences (both individuals and groups)
* Project management experience
* Demonstrates experience of planning and delivery against the EPRR standards, or emergency service / LRF activities to prepare and respond to incidents, crises, and emergencies.
* Demonstrates knowledge of business continuity standards and understands how they impact upon delivery of patient care
