Join Police Digital Service as a Discovery Analyst starting at £45,000 pa
The Discovery Business Analyst is an important role in the discovery, scoping and commissioning function for PDS, reporting to the Discovery Manager. The post holder is responsible for working with the wider discovery team, other PDS functions, and wider stakeholders to discover, scope, analyse and assess new project and demand requests, helping to develop and define the scope, outline business case, statements of work, and proposals as required.

Key Responsibilities
* The timely development of project requests from initial receipt into clearly focused and defined proposals to enable effective decision making.
* Liaise with key stakeholders, ensuring accurate understanding and representation of project requirements.
* Consider alignment to strategy, technology roadmaps, policing landscape, and other influential factors in the development of proposals.
* Clearly identify opportunity, risks, benefits, resource requirements, ongoing service commitments and financial considerations associated to proposals to support effective decision making.
* Undertake effective engagement with internal colleagues to understand the needs of all PDS functional, portfolio and programme elements in the development of proposals, ensuring comprehensive consideration of organisational need and alignment to capabilities.
* Assemble, collate and assess information from a wide variety of sources to support proposal development.
* Formulate, develop and undertake discovery activities in support of proposal development.
* Construction of outline business cases including cost benefit analysis as required.
* Work effectively as part of the discovery team and wider organisation, ensuring all work requests are handled in a timely and efficient manner.
* Produce written documentation to support your work, report on findings and to present to stakeholders when necessary.
* Consider opportunities and potential risks with associated mitigation attached to suggestions made by key stakeholders.
* Gain agreement from senior management, programme sponsors, or appropriate governance for the proposals developed to enable successful delivery.
* Support knowledge transfer and effective migration of processes, documentation, methods etc into PDS from the Discovery function.
* Identify and define performance measures and reporting structures for the Discovery function to assure the discovery process.
* Ensure the security of information and that company information assets, systems and infrastructure are protected appropriately.
* Carry out the role in a responsible, professional and security-aware way.
Experience:
* Proficiency in business analysis, or business development experience in large and complex organisations with equally complex service requirements
* Demonstrable ability to think strategically whilst having a strong focus on performance and operational service delivery
* Motivated and ambitious to work on your own initiative and with a with a passion for service delivery.
* Strong attention to detail
* Experience of working in a complex, customer facing environment.
* A proven record of dealing with complex services and meeting conflicting demands, working to strict time management deadlines.
* Excellent standard of written and verbal communication skills
* Experience of working in a ‘Blue Light’ and/or Government / public sector organisation.
* Supplier relationships experience in the Police Tech marketplace.
* Experience with Systems Thinking, six sigma or similar business improvement techniques.
* Knowledge and understanding of business case construction
* Experience in an early project lifecycle / discovery / commissioning function
* Previous or current experience working in a security environment.
* Able to demonstrate skills in internal and external stakeholder management and engagement.
* Excellent written and verbal communication skills
* A technology or security background
Working Arrangements
* This role is based remotely, however occasional travel will be required.
All applicants must be eligible for NPPV3 and SC clearances. Successful applicants will require NPPV3 clearance to have been approved before starting with PDS.
