POSITION SUMMARY:
Performs advanced, technical waste management work in the planning, investigation, implementation, operation, compliance, and management of the County’s solid waste facility. Supervises, trains, organizes, schedules, and reviews the work of landfill employees. Responsible for the facility’s compliance with all applicable federal, state, and local laws and regulations. Performs a wide variety of supervisory, administrative and operational duties including inspecting, maintaining and operating heavy equipment. Promotes safety at the county landfill facility.
ESSENTIAL DUTIES/RESPONSIBILITIES:

Manages landfill personnel, schedules adequate staffing, provides training, conducts evaluations, and assists in hiring, firing, and disciplinary actions. Resolves complex personnel problems.
Inspects and puts in place mitigation plans for RBC landfills to maintain state compliance regulations. Monitors and evaluates the efficiency and effectiveness of site operations and procedures; identifies opportunities for improvement. Ensures maximum density of refuse in landfill cell. Ensures cover of daily trash is in accordance with regulations. Controls scattered trash to ensure a neat and orderly facility.
Responsible for oversight and maintenance of landfill records in accordance with regulations. Reviews and interprets new federal and state regulations. Reviews and approves Landfill Consultant recommendations and documentation. Attends state inspections and is responsible for results. Responsible for maintaining construction, air emissions, storm water and all other required landfill permits in good standing. Required to maintain EDOP Plan, waivers, amendments and all operating records according to state guidelines. Manages county landfill budget.
Researches, develops, coordinates, and implements comprehensive hazardous waste (i.e. electronics, tires, asbestos-containing material, paint and liquid collection events) education and potential collections programs for internal departments, small businesses, and the general public. Monitors special waste disposal.
Represents the department and/or County in interdepartmental, interagency, community and professional meetings, as required. Works with the community and industry to ensure that the facility is meeting the needs of the county. Responds to citizen inquiries or complaints.
Develops capital and expense budgets, monitors expenditures, and develops long-term strategic goals and objectives for RBC landfills to meet goals established by the R&B Director and BOCC.
OTHER DUTIES/RESPONSIBILITIES:
As needed, when short on personnel coverage, perform scale house and/or pit operator duties.
Ensures regular maintenance on equipment and scales is performed, including daily inspections of landfill equipment; keeps time and equipment usage records and other reports as required. Works with RBC R&B, Fleet, and other departments to coordinate equipment and facilities maintenance and repairs.
JOB QUALIFICATIONS:
Knowledge, skill and ability:
Strong ability to understand, interpret, and enforce rules, policies and regulations including documentation and written reprimand
Strong business, financial analysis, and budget skills
Produces special professional written reports as required
Excellent interpersonal, team, collaboration and communication skills
Strong written, oral and presentation skills, and excellent classroom and field instructor skills
Authoritative knowledge of CDPHE rules and regulations
Mature temperament and judgment skills required in order to act quickly and decisively in emergency conditions
Mechanical aptitude and ability to apply such knowledge to adverse conditions
Extensive knowledge of CDPHE inspection requirements and experience in landfill inspections
Strong computer knowledge including Microsoft Office (Word, Excel, PowerPoint), Google, and WaterWorks.
Education and/or Experience:
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
High school diploma or equivalent.
At least 5 years in solid waste management. Four-year degree in a related field, e.g., civil or environmental engineer may substitute for up to 2 years)
SWANA MOLO certification preferred. Certification required within 1 year of hire.
Two years heavy equipment operation experience.
Licenses or Certificates:
SWANA MOLO certification preferred. Certification required within 1 year of hire.
Valid Class B Commercial Driver’s License within 1 year of hire.
Physical Demands:
Operation of a motor vehicle, loader, compactor, dozer, and dump truck
Use of various hand tools
Frequent walking over rough, uneven terrain
Unaided lifting up to 50 pounds
Frequent bending, twisting, lifting, and climbing
This job is split between the R&B shop office and the Wray Gulch Landfill
Frequent exposure to dirt, dust, extremes of temperature, and noxious fumes and odors; potential exposure to hazardous materials; exposed to hazards associated with equipment, machinery and ungraded terrain at construction sites and close proximity to moving vehicles. May spend a small amount of time in landfill office operating truck scales.

Required to work some nights, weekends, and holidays.
