You'll be responsible for:
* Providing the professional engineering and technical interface with outside and third parties and manage the engineering and safety specification for the safe delivery of outside and third-party activities so that cost, time and quality objectives are met.
* Leading compliance with network rail engineering-driven safety requirements and providing technical advice, conditions and approvals consistent with network rail policies and standards on allocated schemes.
* Managing the mitigation of engineering and safety risks to the railway associated with proposed and real-time outside and third-party activities.
* Applying the concept of requirements engineering on applicable schemes, liaising with internal stakeholders and providing advice to the project interface lead.
* Assessing and reviewing all outside and third-party schemes for compliance with current legislation, including construction design management (CDM) regulations.
* Carrying out the duties of the designated project engineer (DPE) for specific projects.
* Monitoring internal and external design/specialist consultants and contractors for outside and third-party schemes.
You'll need to have:
* Technical qualifications to HNC/HND or equivalent GNVQ level.
* Previous experience in the management of outside and third-party activities and mitigation of risk.
* Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi-discipline areas.
* Significant knowledge of technical, safety and performance standards and their application to asset protection activities.
* Clear understanding of CDM and associated requirements under health & safety legislation.
* Knowledge of safety management including the concept of safe by-design principles.
* Understanding of the arrangements required for the independent assessment of work.
* Knowledge of quality assurance.
* Knowledge of risk assessment, including auditing internal and external engineering competency.
* Telecommunications (Commercial) experience working in the vicinity of station buildings and platforms.
* Telecommunications (Operational) experience related to the design and installation of Rail industry products.
* Mechanical & Electrical experience working in the vicinity of station buildings and platforms.
* Civil Engineering experience in earthworks, drainage solutions, ground stability and environmental impacts.
* Structural Engineering experience in bridge design, construction, and associated temporary works.
* Tunnelling methodology experience, including HDD, pipe jacking, and larger tunnel boring techniques.
* Permanent Way knowledge of maintenance limitation.
* Signalling experience of project development for signalling schemes.
* Electrification & Power experience of E&P supply systems and power delivery infrastructure.
You'll also have:
* Membership of a relevant professional body working towards incorporated or chartered status.
* Knowledge of project management.
