Job Description (Overview):
The PROJECT ENGINEER will:
* Support the Project Managers in the execution of contracts assigned to the Project team.
* Be responsible for scheduling and co-ordinating all Project related activities, internally and externally, required for the execution of Contracts to supply equipment or services.
* Liaise with the Client and ensure that all Project deliverables required under the terms of the Contract are delivered in accordance with the Project Schedule.
* Ensure the procurement of goods and services required to supply the deliverable detailed in the Contract.
* Oversee Project expenditure and ensure budgets are adhered to or improved where possible.
* Familiarise yourself with TFM’s Project Execution Matrix and follow the outlined process unless told otherwise. Any possible improvements that are identified must be raised with the Head of Projects or a Director for discussion. Any potential suggestion should not be followed until it has been successfully adopted into the revised matrix.
Responsibilities:
Technical
* Activity and resource planning
o Clearly define the project scope, each activity, sequence and estimated duration in order to develop an effective, realistic, achievable schedule (EPMS).
o Define key achievable deadlines for critical gates / milestones.
o Create and manage key project control documents which will be used to guide both project execution and project control.
o Liaise with Procurement to ensure any long lead time items have been successfully identified at the start of the project and are ordered in time to avoid missing any key project milestones.
o Liaise with the Quality department to create a project ITP and Quality Plan. The Project Engineer should ensure each step is followed and signed off by the client or third party inspectors. Project Engineer must supply Quality with any information in order to successfully carry out any pre-arranged inspection activities.
* Organizing and motivating the project team.
o Define and communicate the project organisation plan.
o Maintain effective communication throughout the business.
o If any issues are identified that would compromise the successful delivery of the key project milestones they must be reported to your line manager for further discussion/resolution.
* Controlling time management.
o Review, clarify and understand the ‘proposal’ labour hours estimate.
o Development of the ‘project’ labour hours budget.
o Monitor and control ‘project’ labour hours.
* Cost estimating and developing the project budget
o Clarification and detailed understanding of the cost estimate.
o Development of the project cost budget for approval.
o Monitor and control all costs (materials, services and labour) to ensure that the project is completed within the approved budget.
o Feedback any unavoidable project overspends to the proposal department when identified.
* Ensuring customer satisfaction.
o Maintain effective communication with the customer, minimize uncertainty and avoid unwanted surprises.
o Keep client regularly informed of progress.
o Make sure all dates agreed at the project outset for key milestones are achieved.
* Analysing and managing project risk and opportunities.
o Identify and evaluate any known or potential risks throughout the project life cycle.
o Develop appropriate strategies to avoid these risks or minimize their impact on the project.
o Identify, review and manage any potential opportunities.
* Monitoring progress.
o Frequent review of the project schedule activities and be proactive with managing foreseeable delays.
o Ensure regular meetings are held with the Purchasing department to ensure all items on the Bill Of Materials have been successfully identified and ordered on time.
* Managing reports and necessary documentation.
* Managing the complete and effective project close out.
o Lessons learnt review and analysis.
o NCR review and close-out.
o Commercial/Financial review and close-out.
o Archive and storage of key and retained project documentation (Hardcopy & Electronic).
General
