Summary The primary purpose of this position is to serve as a Financial Quality Assurance Specialist in the Comptroller Squadron. Responsible for the planning, coordination, and performance of comprehensive reviews, special studies, selective internal examinations, and trend analysis of base-level financial management programs. Provides accounting and financial management oversight and financial analysis to the Comptroller organization's activities and programs. Responsibilities 1. Manages all aspects of the Financial Management Quality Assurance (QA) Program. Plans, coordinates and performs comprehensive reviews, special studies and selective internal examinations and provide accounting and financial management oversight and financial analysis of base level financial management programs. 2. Installation POC for Financial Improvement and Audit Remediation (FIAR). Oversees FIAR assertion testing, reviews and consolidates documentation for higher headquarters. Tracks wing wide FIAR hours and submits consolidated FIAR effort tracker to the MAJCOM on a monthly basis. 3. Manages and monitors Internal Controls. Oversees the Fraud, Waste, and Abuse program and serves as the focal point for fraud prevention measures. Reconciles the actual system access with supporting documentation to account for all personnel with update access, account for all DD Form 2875s, and account for the correct access level. 4. Promotes Financial Management Continuous Improvement Practices. Promotes, educates, and trains squadron personnel on quality assurance and management internal control improvement programs. Works closely with the financial management staff to extract needed information for targeting and studying suspected potential weaknesses. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of financial operations; reliability of financial reporting; and compliance with applicable laws and regulations; in-depth knowledge of analytical and evaluative methods and techniques in order to research, develop, modify/maintain qualitative standards, develop statistical measures, and to identify, establish, and monitor trends; and detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of commonly used accounting methods, practices, procedures, regulations, policies, and processes, and the ability to articulate this information to employees, supervisors, budget analysts, and various managers at local and command level. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations. 3. Knowledge of financial management (military pay, civilian pay, and travel) and accounting terminology/structures, and the interrelationships of accounts and the effect of transactions on the overall system of ledgers. 4. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks; and an understanding how the internal systems interact and relate to input and output data. 5. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions; and correct deficiencies. 6. Ability communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on accounting/disbursing processes/actions.
