Interim Procurement Specialist – Social Care

Pay Rate: £23.03 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 2-3 months

The purpose of the role is to provide professional, legally compliant advice and support leading to robust procurement processes and commercial outcomes for designated categories which allows the achievement of value for money, high stakeholder satisfaction & supports the delivery of council’s objectives.
Key Responsibilities:
1. Lead on specific allocated medium/higher value/risk procurement and tendering and associated commercial and contract management arrangements to deliver procurement exercises effectively.
2. Utilise market knowledge, data & procurement expertise to identify and deliver commercial opportunities and solutions, working with commissioners, service managers and others to ensure delivery and appropriate sourcing strategies.
3. Provide professional procurement advice and support in line with Public Sector procurement requirements and the council’s commercial assurance framework, promoting the development of a commercial approach with key stakeholders.
4. Constructively engage with Services to ensure that commercial acumen is applied in how procurement and contracts are established.
5. Advise on the adequacy of Health & Safety policies as submitted by providers during procurement competitions.
6. Provide advice and support in managing strategic aspects of category related contract management, including engagement at supplier meetings, performance reviews, coordination of management information, and negotiation approaches.
7. Undertake analysis of the council’s spend data, in order to identify patterns of purchasing, opportunities for savings and instances of non-compliant behaviour.
8. Undertake research and analysis to inform and report appropriately on a strategic view of the market(s) within designated category.
9. Proactively support and contribute to the ongoing development and currency of guidance and documentation associated with the Strategic Procurement and Supplier Relationship Service ensuring model delivery.
10. Manage, develop and support Category Support Officers to successfully achieve the objectives of the service and wider council.
11. Build, develop and maintain effective working relationships with stakeholders both internal and external to ensure high quality outcomes in support of the council’s objectives while building best practice.
Qualifications:
1. Up to date professional procurement qualification e.g. minimum CIPS Level 4 or actively studying towards MCIPS or equivalent recognised commercial qualification or extensive proven experience in a procurement/commercial setting (which would demonstrably satisfy CIPS entry route level 4).
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
2. Must have public sector social care procurement.
3. A good working knowledge of UK public procurement regulations and EU Procurement Directives.
4. Analytical and research skills to build supplier, category & market understanding to support the development of commercial solutions throughout the procurement cycle.
5. Up to date understanding of the framework within which Local Government operates.
6. Ability to identify & diagnose problems/issues of a highly complex nature with associated risk factors & deliver pragmatic recommendations and solutions.
7. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
