The Outpatients CSU at Leeds Teaching Hospitals Trust (LTHT) is actively seeking a dynamic and inspiring individual who will bring enthusiasm for change and a willingness to adopt new technologies and ways of working.
Main Duties of the Job:
The role is to actively lead and successfully deliver a range of projects and improvements across the Leeds Teaching Hospitals estate. This is an opportunity for a suitably qualified and motivated Project Manager, with previous experience of managing successful projects in a hospital setting, to join the Outpatients team.
You will have excellent organisational and communication skills and ability to use your initiative. This post specialises in larger healthcare developments as well as minor projects so you should have healthcare planning experience and be able to lead clinical colleagues through the project process. It is essential that the candidate has strong operational knowledge in particular to digitalise Outpatient & Diagnostic services and transform delivery.

Job Description:
Leeds Teaching Hospitals NHS Trust has embarked upon an ambitious Digital programme with a key objective to improve its Outpatient services to patients. This programme is underpinned by Information Technology and the delivery of a range of Digital solutions. The Trust's commitment to this programme includes the implementation of a number of internally developed and externally procured solutions. It is necessary to introduce new or expand existing Digital solutions/systems into complex clinical environments which often span multiple departmental and organisational boundaries within the region.
The purpose of this role is to project manage the development or procurement and oversee the implementation of Digital solutions. The post holder will use experience and judgement to evaluate complex requirements and recommend a solution, either long-term or tactical, that is consistent with the Digital strategy.
The post holder is responsible for developing Business Cases to secure project funding and subsequent management of these funds. The post holder will also manage and advise project staff that have day-to-day responsibility for overseeing the various elements of implementation, working closely with clinical and non-clinical teams to introduce new ways of working that are consistent with the new technology.
Job Dimensions:
The post holder will manage a set of complex projects to professional standards, supports, facilitates and monitors progress of projects, and supports process and performance improvements. He/she will lead a small team of specialists as well providing matrix-management of project staff.
Principal Duties & Areas of Responsibility:
1. To manage a wide range of Digital projects ensuring that the deliverables are produced to the required quality, within a specified time frame, within budget and that the project organisation is consistent with the complexity of the project.
2. Use specialist knowledge, consultancy skills and experience to advise on Digital solutions and guide Trust staff on a course of action.
3. To diagnose complex Digital problems by analysing information and data in order to recommend a solution.
4. To develop, maintain and monitor plans for projects, tailoring the plans in accordance with the complexity of the project.
5. To develop business cases for securing project funding using experience to ensure that costs for all impacted departments and/or services are identified.
6. To follow Trust Standing Financial Instructions.
7. To manage the budget during the course of the project/s.
8. To use specialist knowledge for developing specifications (Output Based Specifications) where a need for a Digital solution is identified. This will involve significant analytical work.
9. To develop appropriate communication plans and communicate at all levels within the organisation.
10. To facilitate or contribute to post-implementation reviews.
11. To document the lessons learned from the implementations and communicate these to a wide range of staff (internal and external) either by presentation or formal report.
12. To use specialist knowledge to ensure that Digital implementations are carried out in accordance with change management best practice.
13. To develop and maintain protocols and standards for system implementation in accordance with project and change management best practice.
14. To use specialist techniques to analyse and document current working practices.
15. To use specialist techniques to either lead or contribute to appropriate changes in working practice, in order to maximise the benefits of the new system.
16. To ensure any changes to working practice and/or job roles involve the necessary consultation with managers, staff and their representatives.
17. To manage the performance of the implementation team and ensure their personal & professional development needs are addressed.
18. Other duties as commensurate with the grade and role as agreed with line manager.

Qualifications:
Essential:
* PRINCE2 foundation qualification.
* Professional or degree level qualification.
Desirable:
* PRINCE2 Practitioner qualification.
* ITIL foundation qualification.

Experience:
Essential:
* Operational knowledge & experience of working in NHS Outpatient services.
* Working knowledge of Outpatients, Diagnostics and Transformation delivery.
* Good working knowledge of national RTT/18 week rules.
* Outpatient Pathway knowledge, referral to discharge. Working closely with clinicians.
* Good working knowledge of Phlebotomy services.
* Good working knowledge of Call Centre technologies & Conversational AI.
* Has managed large complex digital projects that have an impact throughout an organisation.
* Has secured and monitored substantial project budgets.
* Has significant experience in the IT industry or considerable experience of managing projects in a structured environment ideally in accordance with the NHS standard for Project Management (Prince 2).
* Has demonstrable experience of managing Digital staff.
* Has successfully planned and managed projects which deliver Digital systems & support in complex clinical environments which required clinical & non-clinical staff to modify their way of working.
* Has successfully introduced new or updated Digital systems to meet user requirements.
* Can provide evidence of highly developed specialist knowledge in all aspects of application implementation and change management. This knowledge to have been attained by working in a Digital environment.
* Can act as the lead Digital specialist in both the project management and change management arena.
Desirable:
* Agile methodologies.
* Has been responsible for the structured acceptance testing of application software.
* Knowledge of the NHS Long Term Plan and ICS programmes; a good understanding of business process re-engineering principles.
