PSR and Provision 29 Projects Business Analyst
Project Description:
* HMRC Pension Scheme Return (PSR): Focused on meeting new HMRC data reporting rules for adhoc Pension Scheme Returns (PSR) by Jan 2026. The immediate priority involving sourcing, validating, and consolidating detailed data, potentially from fragmented systems. Also involves designing a sustainable, repeatable process for future PSR reporting.
* UK Code Provision 29: Compliance with the revised UK Corporate Governance Code by Jan 2026. Involves establishing and embedding a robust framework for material controls linked to principal risks, including defining key terms, methodologies, TOM, assurance approaches, and board reporting.
BA Competencies & Experience:
* Requirements & Regulatory Interpretation: experience with eliciting, analysing, and documenting requirements for regulatory reporting and governance frameworks, including translating regulatory specifications into actionable requirements.
* Process Analysis & Design (As-Is / To-Be): experience with mapping current processes and designing effective future state processes, defining procedures/RACIs, and contributing to Target Operating Models (TOMs).
* Data Analysis & Handling: experience with identifying data needs, working closely with Data Analyst/Developers to map data sources and lineages from diverse/fragmented sources.
* Risk, Controls & Governance: Working understanding and practical experience working with risk/control frameworks. Ability to understand, define, and document risks and controls.
* Stakeholder Engagement: Adept at effectively collaborating with and influencing technical, Finance, Tax, Risk SMEs, and management.
Indicative Key Activities:
* PSR Project:
o Analysing and confirming detailed data requirements based on HMRC specifications.
o Working with SMEs to conduct data discovery and mapping exercises to identify sources for required data points across various systems (Policy Admin Systems, Finance Systems etc.).
o Supporting the consolidation and validation of data required for submission.
o Mapping 'as-is' processes and designing/documenting the 'to-be' repeatable process for future PSR requests (manual or automated options).
o Facilitating workshops and discussions with SMEs from Policy Admin, Finance, Tax, and potentially Actuarial teams.
* Provision 29 Project:
o Supporting workshops and analysis to define key risk/control categories like 'principal risks' and 'material controls'.
o Assisting in the definition of the control framework, including methodologies and relationships with other frameworks.
o Supporting the design of the Target Operating Model (processes, roles, technology considerations).
o Mapping 'as-is' and 'to-be' processes related to risk identification, control operation, testing/assurance, and reporting.
o Documenting framework components, definitions, processes, and requirements.
o Facilitating engagement with workstream leads and stakeholders across Risk.
