This role is an exciting opportunity for outstanding finance professionals to join a growing and evolving management accounts team. We have 2 Senior Management Accountant posts that will be pivotal in supporting Dorset ICB with accurate and timely financial reporting, analysis, and advice.
You will be joining a large and busy management accounts team playing a key role in:
1. Helping shape the management accounts function as part of the move towards a fully developed Integrated Care System.
2. Acting as finance lead for nominated business functions, providing expert financial advice and guidance to support senior managers in their ownership and delivery of budgets.
3. Primary Care and Prescribing (£310m budget).
4. Mental Health and Community Services (£300m budget).
5. Personal Health Commissioning (£130m budget).
6. Dental, Pharmacy, Optometry, and Specialised Commissioning (£70m budget).
7. Corporate Services including staff budgets and corporate running costs (£45m budget).
8. Supporting, designing, developing, and applying implementation of systems which deliver the monthly management accounts processes in line with best practice and ensure value for money for the ICB.
9. Leading and developing a small team of highly motivated finance professionals.
Main Duties of the Job
The successful candidate will:
1. Have, or be working towards, a full CCAB / CIMA qualification.
2. Have a substantial track record as an experienced management accountant.
3. Be a strong verbal and written communicator with a proven ability to convey complex data to non-finance colleagues.
4. Have excellent analytical skills with an attention to detail.
5. Be experienced in leading and managing a team of finance professionals.

Job Responsibilities
The Senior Management Accountant is a senior member of the finance team and is responsible for:
1. Leading the Finance team in delivering a full range of tasks associated with ensuring accurate and timely financial reporting, together with effective financial management and control. Support delivery of ICB objectives, both financial and operational, and provide challenge to expenditure, ensuring delivery of VFM for the ICB.
2. Acting as finance business partner for the ICB finance team, supporting financial aspects of transformational work and acting as finance lead to support the budget manager in their ownership and delivery of the corporate budget.
3. Supporting design, development, and application of implementation of systems which deliver the monthly management accounts processes in line with best practice and the latest ISFE requirements.
4. Leading on ensuring that invoices and payments are processed and scheduled on an accurate and timely basis in accordance with their contracts, agreements, and national policies.
5. Ensuring the regular production of quality reports and analysis that provide timely, responsive, and accurate business intelligence for decision making against key objectives and priorities.
6. Providing expert knowledge as the main ICB point of contact for nominated business function(s) including acting as finance interface with NHS England and other external stakeholders.
7. Deputising for the Deputy Head of Management Accounts at month end, meetings, and as required.
8. Maintaining a professional manner in all aspects of services provided to all stakeholders, including responding in a timely fashion with clear communication, and consistent with conduct expected of an ICB employee.

1. Relevant experience of working in a finance team in a complex organisation.
2. Proven track record of working under pressure to strict deadlines.
3. Experience of dealing with internal and external stakeholders.
4. Direct management of a relevant functional or multidisciplinary team.
5. Able to produce new approaches and new views of old problems and look beyond existing structures and organisations to produce solutions.
6. Knowledge of finance IT systems and knowledge of system development.
7. Able to carry out financial appraisals and report on financial matters.
8. Previous experience of training and motivating teams and appraising performance and development of needs as required.
9. Demonstrate a flexible approach and be able to work effectively as part of a team in a challenging environment.

Qualifications
Essential
1. CCAB/CIMA Accountancy Qualification, or candidates that are currently studying with a view to becoming qualified.
2. (CCAB qualifications have been agreed as being the same level as a master's degree by the NHS Finance Development Network).
