Are you a highly organised Programme Manager with a talent for delivering complex, multi-stakeholder projects? Do you thrive in structured environments where attention to detail and strategic planning drive success?
We're looking for an experienced and meticulous Programme Manager to lead our Energy Infrastructure Programme, a key initiative ensuring the West Midlands has the energy infrastructure to achieve net zero by 2041. This role is perfect for someone who enjoys bringing order to complexity, managing multiple workstreams, and aligning diverse stakeholders toward a shared vision.
This is a unique opportunity to lead a high-impact programme that will shape the future of energy infrastructure in the West Midlands and inform national policy by providing a trailblazing blueprint for regional strategic energy planning. With programme activities such as SIF funded innovation project, PRIDE and a developing heat decarbonisation programme, you'll work with industry experts, government bodies, and local authorities, playing a key role in driving the region's transition to net zero.
Please note we are advertising this role as a two year fixed-term contract.
What you'll be doing.
As Programme Manager, you will be responsible for the end-to-end management of the Energy Infrastructure Programme, ensuring that projects are delivered on time, within scope, and to budget. Your key responsibilities include:
* Oversee the full programme lifecycle, from planning and business case development to execution, monitoring, and reporting.
* Work with local authorities, infrastructure providers, and regulators (including National Energy System Operators and OFGEM) to embed systematic energy infrastructure planning.
* Maintain a comprehensive risk register, proactively addressing challenges and escalating issues when needed.
* Build and maintain strong relationships with local authorities, industry leaders, and funding bodies to drive collaboration and programme success.
* Manage programme budgets, ensuring accurate forecasting, reconciliation, and compliance with funding requirements.
* Provide clear, structured reports for external bodies (e.g., Innovate UK) and internal leadership, ensuring transparency and accountability.
* Guide and develop a high-performing programme team, ensuring clarity of roles, responsibilities, and effective resource management.
* Establish and refine programme management processes, ensuring efficiency, adaptability, and knowledge-sharing across projects.
What's Essential.
* Proven experience managing complex programmes (experience in energy, net zero, or infrastructure is a plus).
* Strong organisational skills, with the ability to manage multiple priorities, deadlines, and stakeholders.
* Financial acumen, including budgeting, cost tracking, and forecasting.
* Expertise in programme risk management, governance frameworks, and reporting processes.
* Advanced Excel and MS Office skills, with the ability to analyse data, create reports, and present insights effectively.
* A methodical, problem-solving mindset, capable of navigating uncertainty and adapting to change.
* Exceptional stakeholder engagement and leadership abilities, ensuring alignment across multiple teams and organisations.
* An understanding of the energy sector, including infrastructure planning, regulatory frameworks, and investment processes.
