The Role
Smart DCC is looking for a talented and experienced Economic Regulation Manager who will lead on a range of activities across DCC’s price control framework.
As a regulated monopoly, DCC is subject to an ex-post price control regime as well as a number of incentive mechanisms set by government and the regulator, Ofgem. These arrangements provide the financial and performance framework for DCC.
What will you be doing?
1. Lead significant aspects of DCC’s annual price control submission and subsequent engagement with Ofgem and customers, acting as subject matter expert across a range of areas and a key point of coordination across the organisation.
2. Lead material aspects of engagement with Ofgem throughout the Price Control cycle, representing DCC’s interests effectively and building a positive relationship with the regulator.
3. Lead on the development of ExCo, Board or other similar papers on Price Control and related regulatory issues including emerging risks, briefings on financial performance and technical papers.
4. Support and advise on improvements to the Price Control process working closely with the Price Control Improvement Manager and colleagues across the organisation.
5. Work across DCC to deliver greater awareness of the role of price control, supporting the application of improvements to avoid price control disallowances and/or margin loss.
6. Provide analytical and policy leadership across a range of Price Control and Economic Regulation issues.
7. Be an advocate for high quality economic regulatory thinking across DCC.
8. Contribute to longer term thinking about the future regulatory regime for DCC.
9. Support the Head of Price Control and the Director of Economic Regulation in team priorities, as required.
What are we looking for?
1. Degree in economics or related analytical field (e.g. mathematics, engineering, etc.).
2. A track record of working in a government department, regulator, consultancy firm, regulated business or similar.
3. Significant experience of providing analysis on regulatory, policy and/or business issues.
4. Significant experience of leading large projects within a multi-disciplinary team.
5. Strong aptitude at distilling complex issues into easily understandable concepts for a range of audiences.
6. Ability to engage with and balance the views of various internal and external stakeholders to promote an evidence-based position or policy.
7. Extensive experience of engaging with senior stakeholders (both internal and external) and presenting at senior level meetings, up to and including ExCo.
8. Ability to influence and persuade others of a particular position or viewpoint.
9. Highly organised, self-starter who takes initiative.
10. Able to demonstrate flexibility and resilience to work in a dynamic organisation where priorities may change at short notice. In all dealings, role-model our core values of making a difference, acting with integrity and being accountable.
