As Joint Commissioning Manager you’ll lead on strategic and integrated commissioning activities on behalf the Local Authority and the NHS for Learning Disability and Autism services, with a value in the region of £170m, you will do this in partnership with wider colleagues, including housing, health trusts, public health and Children’s services.
You will be responsible for leading on the joint commissioning arrangements of high quality services to meet local needs and best outcomes for people primarily with a Learning Disability and/or Autism, achieve value for money and address health and social inequalities. The post holder will be a senior officer in the Working Age Adults commissioning team, and will also need to link and work collaboratively across all working age groups, including Mental Health and Physical Sensory Impairment.
Commissioned services include those services under Section 75 arrangements between the Local Authority and the NHS. These could include Supported Living, Residential and Nursing services, day provision etc.
The postholder will require a social work qualification or equivalent with continued professional supervision provided through specialist social work services in Adults & Health. The post holder will also have accountability links to the Leeds ICB for individuals who are eligible for full or part funded Continuing Health Care.

* Ability to influence the strategic direction of the service; through working with internal and external partners and stakeholders ensuring services support and deliver outcomes that reflect the needs of the diverse, multi-cultural nature of our city.
* Substantial experience in building credible and effective collaborative relationships with internal and external stakeholders including Directors, elected members, Trade Unions, colleagues and partner organisations.

About the role
The post holder will be accountable to the Head of Commissioning Integrated Commissioning for:
* Lead on a range of work areas including; Learning Disability Continuing Health care (CHC) both in terms of agreeing eligibility and delivery of support packages to meet the needs of individuals with the most complex of needs;
* Commission services for disabled people engaging service users and carers in the process, for example, bespoke and small supports commissioning, providing Ordinary Lives for the citizens of Leeds with the most complex needs.
* The overall business management of commissioning services within the Adults and Health Directorate and NHS ICB under the Section 75 for Learning Disability and Autism.
* The cultivation of excellent professional and working relationships with partners and stakeholders.
* Lead on the strategic and operational management both organisationally and professionally of high quality services within the specific area of focus initially of adult learning disability, these may be defined functionally and/or geographically.
* Contribute to and be jointly responsible for service improvement and the ongoing development of locality based partnerships to commission high quality provision the leadership and management of the commissioning and social work agenda for a range of services.
* The effective management of resources in accordance with statute, the rules and regulations of the Council and the directorate.

* Work with elected Members, MP’s, service users, trade unions and partner stakeholders in ways which support inclusive open and accountable government through the provision of strategic advice on risk management and support them in their respective roles.
* Contribute to and be jointly responsible for service improvement and the ongoing development of locality based partnerships to commission high quality provision.
* Represent SMT as and when required to provide briefings to local ward Members and MP’s.
* Directly manage the development and strategic partnerships of the Joint Care Management Team.
* Provide information and advice to the Learning Disability Partnership Board for people with a Learning Disability on issues such as the nature and range of provision, commissioning options, performance standards and financial performance.
* Lead on a range of work areas including; Learning Disability Continuing Health care (CHC) both in terms of agreeing eligibility and delivery of support packages to meet the needs of individuals with the most complex of needs;

Qualifications Degree level, appropriate professional social work qualification or equivalent substantial knowledge and experience in the service area.
Working Context- Post holders will work flexibly both at home and at various locations across the City and region. All colleagues should work in line with our hybrid working principles and spend regular time in the workplace to support service delivery, meeting the needs of the team and the requirements of their individual role. The hours are worked mainly Monday to Friday. However, the post holder will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required to meet the needs of the service.

* Experience of strategic and operational resource management including the evaluation of competing priorities and managing accountabilities.
* Significant experience of leading change programmes, driving up standards and performance.
* Significant experience and commitment in relation to engagement in decision making processes.
* Significant experience of developing productive working relationships with Council Members, trade unions and Corporate Leadership Team.
