This role is for a County Council and it is to provide the strategic highway/transport advice on selected planning applications referred to the County Council by the Local Planning Authorities. Further to this, the role will assist with the negotiation and progression of innovative Section 106 and 278 transport improvement packages with developers, consultants, and landowners.
Your Role Responsibilities:
1. Service Delivery
To provide highway advice on planning applications, negotiating and project managing the progression of highway agreements and developing and agreeing development related Travel Plans.
2. As required, support the County Council's input into Nationally Significant Infrastructure Projects.
3. Line Management support to junior members of staff.
4. Communication
Liaising with District Councils, developers, members of the public and Council Members, as well as other County Council staff, through meetings, correspondence, and the telephone.
5. Support
Providing support to the working of the wider Development Planning team to ensure that it works as efficiently as possible.
Facilitate the delivery of the highway pre-application service to support the provision of timely and substantive advice as part of a paid service.
Support local plan preparation through liaison and engagement with local plan consultation.
Contributing to new policies and practices.
6. Reporting
Preparation of technical reports/briefs to local authorities, consultants, other organisations, and key stakeholders.
Preparation of committee reports, attendance to committee where required and follow up work where necessary.
Preparation of planning appeal reports and supporting attendance where required.
7. Maintain an awareness of Corporate and Departmental equalities and Health & Safety policies and procedures and apply them to the day-to-day job requirements.
Essential Qualifications, Knowledge, Skills and Experience:
1. Transport planning experience at an appropriate level.
2. Ability to quickly learn new processes and procedures.
3. Excellent IT skills on a range of Microsoft packages.
4. Effective communication skills ideally including experience of giving presentations and customer engagement.
5. Ability to draft letters and emails in response to a range of transport-related issues.
6. Good working knowledge of relevant planning policies such as NPPF and local transport policy such as LTP4.
7. Ability to analyse data, interpret transport modelling and prepare draft reports.
8. You will be required to travel to various locations within Hampshire [and the Isle of Wight or other local authority], and it is essential that you have a current driver's licence.
Desirable Qualifications, Knowledge, Skills and Experience:
1. Degree in a relevant discipline.
2. Understanding of corporate policies and strategies.
3. Understanding of working in a challenging and changing environment.
Working Conditions:
1. Display Screen Equipment User.
2. Personal Protective Equipment User: Hard hat, reflective clothing, safety boots.
3. Work Environment: Lone working, Working in or with traffic, Outdoor work.
4. You will be required to travel to various locations within Hampshire [and the Isle of Wight or other local authority], and it is essential that you have a current driver's licence and access to a reliable vehicle on a regular basis.
5. Ability to meet travel requirements of the role - it will be necessary for you to carry out site visits.
