Department: Adults, Communities & Integration Job Title: Head of Service – Adult Social Care Salary/ Contract: £400-£450 per day, 3 days on site and 2 days hybrid Skills and Knowledge A clear, demonstrable, and high level of understanding and application of legislation and statutory frameworks affecting social care, including but not limited to: The Care Act 2014 The Mental Capacity Act 2005 and Deprivation of Liberty Safeguards The Mental Health Act 2007 The Human Rights Act 1998 A highly developed understanding of Government initiatives, Social Care and Health Policy, and relevant legislation. Proven ability to ensure effective and coordinated service delivery in line with legislation, policies, and best practices. Strong leadership skills, demonstrating the ability to inspire confidence and trust, tackle performance issues, and foster a positive, solutions-focused culture. Ability to set and prioritise realistic goals, standards, and objectives, ensuring high-quality service delivery while driving sustained improvement. Expertise in using management tools and techniques to analyse, evaluate, and address issues effectively, incorporating evidence-based practice to improve outcomes. Strong networking and relationship-building skills, establishing and maintaining positive working relationships both internally and externally. Ability to plan, manage, and oversee projects using appropriate project management principles, ensuring communication with stakeholders and effective problem resolution. Significant experience in strategic thinking, analysing complex issues, and making informed decisions at both the individual case level and service-wide. Competence in identifying information and communication needs, implementing, and monitoring effective systems. Experience in working within a performance management framework, linking performance and practice to achieve continuous improvement. Ability to navigate the political context and use this understanding to influence outcomes, particularly in collaboration with elected members. Strong interpersonal skills to build and maintain relationships that support service development and improvement. Experience, Qualifications & Training Significant and demonstrable management experience in local government, health, or social care settings. Relevant social work or equivalent professional qualification. Experience with performance indicators, targets, and service requirements. A relevant managerial qualification or a commitment to gaining one within two years, or evidence of systematic training in management. Strong understanding of the roles and responsibilities of partner agencies within the sector. Additional Requirements Completion of mandatory training as required for the role and engagement in continuous professional development in consultation with line management. Commitment to the Council’s framework of Values & Behaviours, ensuring decision-making aligns with its vision and principles. This role requires an enhanced disclosure from the Disclosure & Barring Service, including a check of relevant barred lists. Designated as an essential car user post, requiring a full, current, and valid driving licence, a vehicle with a valid MOT, and adequate insurance coverage in line with the Council’s Travel Costs Reimbursement Policy. Participation in Bolton Council’s Civil Contingencies planning and response, including joining the Tactical Officer rota and working outside routine hours when necessary.
