We are looking for an Assets, Finance & Quality Manager to lead and manage the HRA Capital programme. This role involves maintaining and improving Cardiff Council's housing stock, leading the decarbonisation of the housing stock, liaising with key stakeholders, and overseeing large-scale procurement projects.

The manager will develop and deliver the Housing Revenue Account Business Plan, monitor the capital programme to ensure full spend against government grants, coordinate and implement the new Welsh Housing Quality Standard (WHQS 23), and lead housing stock decarbonisation goals in line with the One Planet Cardiff Strategy and WHQS 23. They will also develop, model, and monitor asset stock data and information, conduct research and analysis to inform performance and contribute to business development, ensure a coordinated housing service by working closely with other managers and service areas, communicate with customers, Members, and other stakeholders, and support the development of current and emerging technology.
What We Are Looking For From You
The ideal candidate will have experience in managing and controlling substantial budgets, overseeing and managing capital financing, understanding procurement processes, statistical analysis and reporting, managing resources including employees, property, and technology, and working with stakeholders at a senior level, including local elected Members and Welsh/Central Government. Knowledge of WHQS requirements, including housing decarbonisation, and experience working in a building or housing environment at a strategic level are essential.
