Your role and responsibilities Reporting to the Head of Contract and Commissioning, you will: Lead asset management for Suffolk’s local highways infrastructure. Develop, review, and implement Highways Infrastructure Asset Management Strategy, Policy, and Plans to ensure sustainable and well-managed highways across Suffolk. Commission asset maintenance investments and activities to achieve optimal outcomes from allocated budgets and resources. Promote and embed positive cultures and behaviours within your service area. Establish and maintain strong relationships with a diverse range of stakeholders, including the council’s contracted service providers. You will need Degree in a relevant discipline (preferably engineering) or equivalent experience in highway infrastructure asset management. Chartered or Incorporated Engineer status with a relevant professional institute or institution (preferred). Diploma in Management Studies or equivalent management qualification, or demonstrable management experience (preferred) Proven experience in managing complex projects in highways maintenance and engineering, and effectively embedding policies and plans. In-depth knowledge of legislation and procedural context relevant to local authority highway services (e.g., Highways Act, Land Drainage Act, New Roads and Street Works Act, Traffic Management Act, Wildlife and Countryside Act). Working knowledge of New Engineering Contract (NEC) term maintenance contracts and commissioning and managing works using alternative payment options. Financial awareness and commercial acumen for robust financial management and prioritisation of funding. Experience in management, resource, and budget management, including monitoring and controlling performance in a political or similar organisation. Extensive knowledge of Construction Design Management (CDM) Regulations, safety, health, environmental, and traffic management legislation and guidance.
