Job Description HR Officer Job RefHRO 32/25 Job Title: Human Resources Officer Contract Type:Permanent Salary: Band 4 Department:Human Resources Reports to: Head of People and Culture Location: Dungannon Campus Overview of Role In conjunction with the Head of People and Culture the postholder will provide a high level confidential HR service to the College. They will assist with the implementation of the College HR Strategy in order to maximise the potential of Staffing throughout the College, whilst ensuring all aspects of the HR function operates effectively and in line with College operational plans and best practice. Main Duties and Responsibilities HR / Workforce Support To undertake specialist and general HR tasks as required and appropriate to the role To assist with the effective day to day operation of the HR Office in the relevant campus. To assist with the input of data on all relevant computerised systems ensuring that information is both accurate and up-to-date. To establish and maintain appropriate filing systems (including personnel files) and the timely disposal of records in line with policy; To assist with the compilation of statistical returns. To provide administrative support to the Head of People and Culture and HR Advisors/Business Partners while maintaining a confidential and professional service at all times; To support and participate in the College Appraisal Scheme; To support the learning and development function with the processing of applications, purchase arrangements, bookings and any other arrangements. To organise training as required and support the development of the College's CPD planning process To assist with the operation of College Flexi system and ensure Timeware adjustments are dealt with effectively; To participate in HR team meetings; To support and assist with sectoral initiatives if required; To receive and deal appropriately with enquiries, correspondence, telephone calls and visitors; To deputise at events/meetings as required and report key developments to line manager; To liaise with internal and external auditors as required; To contribute to the development of the HR policies and procedures. Recruitment and Selection To be responsible for recording and maintaining all data relating to recruitment and selection exercises within the College; To upload recruitment data to the online portal, preparing for shortlisting and interview; To liaise with panel members to prepare interview schedules, book interview rooms, schedule MS TEAMS etc; To sit on recruitment panels as HR representative on support staff and part-time lecturing panels ; To ensure all candidates are informed of recruitment outcomes in a timely manner and follow up as necessary; To assist with Access NI (Criminal Records) process for new staff ensuring all necessary documents are stored in a confidential manner as per College policy; To carry out Staff inductions as required; To issue new staff with the relevant contract of employment, and ensure it is returned and stored in a confidential manner; To assist with the maintenance of the part-time lecturer register Employee Relations To assist with the recording and maintenance of payroll information and to work closely with the HR Advisor and Payroll Officer to meet payroll deadlines; To support line managers with the implementation of the Sickness Absence Capability and other toolkits To record and maintain sickness absence monitoring, maternity / paternity or any other leave administration; To co-ordinate Return to Work Interviews with the relevant line manager and ensure the completed documentation is stored confidentially; To provide general advice and assistance to line managers on staff performance and employment practices; To be responsible for and committed to personal professional development and keep up to date with new and innovative concepts/practices; To ensure confidentiality at all times and to display a high level of integrity in all duties. General Duties To participate in continuous professional development on a regular basis as appropriate; To promote and raise the profile of the College and the services it provides to the local business and civic community. Essential Criteria Method of Assessment Qualifications Level 5 or above qualification in a relevant area (e.g. Business, Human Resources) GCSE Maths and English Language at Grade A - C or equivalent. Holds, or is committed to working towards, the achievement of a CIPD qualification.
