The Head of Operations is responsible for ensuring the effective operational running of the organisation to deliver a high performing organisation. To provide strong operational oversight of the locality focused model (sectors) and be responsible for the operational and transformational delivery of the financial and performance-based targets. To ensure resources are allocated to secure delivery of all performance, financial and quality standards, ensuring services are provided by a trained, competent, and motivated workforce. Working closely with the Managing Director and Divisional Director to provide leadership and support the strategic direction, developing alliances within health and social care to make a positive contribution to Joined up Care Derbyshire aims and objectives. To be responsible for leading on and delivering success across a number of key programmes within Royal Primary Care. These programmes will be essential in ensuring that the practices can deliver their primary objectives and targets over the years and will encompass a range of topics including productivity and efficiency, transformation, clinical effectiveness, quality and workforce succession planning.
Main duties of the job
MAIN DUTIES AND RESPONSIBILITIES
1. Leadership
To promote Royal Primary Care’s mission, values, and strategic aims and objectives and develop work streams that supports the delivery of this.
To create and develop a culture where staff are actively involved in the decisions to provide cost-efficient, high quality and responsive services.
To develop operational programmes of work to deliver Royal Primary Care’s strategic objectives.
To continually review and redesign services to meet the needs of the patients and enable the organisation to achieve key performance indicators.
To ensure the establishment and maintenance of good relationships and two-way communication throughout the practice.
To represent RPC at local stakeholders meetings, with commissioners, and other providers as required.
To deputise for the Managing Director for internal matters as necessary.
2. Strategy
Working closely with the senior management colleagues be responsible for providing medium to long term strategic thinking, being able to convert concepts into plans and communicate these effectively to a wider audience.
Contribute to corporate policy making and promote and support policy decisions.
3. Operational Management
Have responsibility for the operational delivery of non-clinical primary care services including the development of efficient and effective systems and processes. To identify and escalate when performance falls below standards taking corrective action to achieve national and contractual targets. To understand the contractual requirements for RPC and ensure that programmes of work are developed and will deliver the necessary requirements. Where there are shortfalls, ensure corrective action is in place. Is responsible for standards and associated performance. This includes the setting and delivery of improvement trajectories to demonstrate a higher level of achievement. Analyse and interpret a range of options in highly complex situations, making judgements on corrective action to ensure the quality of care provided is outstanding, performance metrics are met. Working with the leadership team, contributing to and leading on specific service redesign programmes and new ways of working which result in improvement in performance and patient experience of the service.
4. Budgetary and Financial Management
Is responsible for ensuring that Royal Primary Care has an operational plan that is financially viable and sustainable through effective budgetary management and adheres to the Trust’s Standing Financial Instructions (SFI’s) and schemes of delegation. Is responsible for ensuring that day to day decisions and expenditure are risk based and in line with the agreed financial plan. Where necessary support discussions with commissioners and other providers and contribute to strategic commissioning decisions through participation in regional and local networks. To support investments ensuring business plans incorporate activity, access, financial savings, workforce, capital, clinical governance, and controls assurance targets are developed and applied. To lead the day-to-day development, monitoring and delivery of cost efficiency savings across the organisation. Authorised signatory status to the agreed level for purchasing, timesheets and expense claims and employment contracts. Optimise opportunities for income generation or cost savings in line with RPCs strategic objectives.
5. Human Resources and Development
Is responsible for the line management for specific areas of authority, leading on any recruitment, selection and induction of new starters under your management and any related performance issues. To lead and engage staff across Royal Primary Care to ensure that there is a clear vision which is translated into operational delivery and exceptional performance. In conjunction with the primary care teams ensure that there is a robust workforce plan in place, identifying short- and long-term plans for workforce requirements and addressing such issues as recruitment and retention of staff to ensure a compliment of qualified and able staff. Ensure the environment fosters a culture of engaged, motivated, and competent staff who are equipped to do what is asked of them. To play a lead role in the leadership development of the management team, ensuring that leaders and other operational staff employ a consistent and high-quality approach to their work including the production of reports, business cases and plans, and that these are completed within agreed timeframes. Manage nonclinical staff within the remit of the post, monitoring key workforce indicators (sickness absence, turnover) that could affect productivity and work with line managers and HR advisor to address areas of concern.
6. Risk Management, and Governance
To support effective governance/performance meetings that co-ordinate the management of the business. Ensure that operational staff employ a consistent and high quality approach that meets the Fundamental Standards of Care (CQC) including the production of reports to evidence best practice presented at the various meetings. To promote the routine, use of risk management processes within RPC ensuring that actions identified in the risk register are translated into service delivery. To ensure that Royal Primary Care delivers compliant performance for external and internally set standards.
7. General
Professionally accountable to the Managing Director. To work with other Divisions of Chesterfield Royal Hospital NHS FT to foster strong supportive relationships and support the achievement of overall Trust Objectives. To complete ad hoc tasks and projects at the request of the Managing Director and Divisional Director. The post holder has a general duty of care for their own health, safety and wellbeing and that of work colleagues, visitors and patients within the organisation, in addition to the specific risk management of clinical governance accountabilities associated with the post. To observe the rules, policies, procedures and standards of Chesterfield Royal Hospital NHS Trust together with all relevant statutory and professional obligations. To observe and maintain strict confidentiality of personal information relating to patients and staff. To be responsible, with management support, for their own personal development and to actively contribute to the development of colleagues.
