Service Development and Review
As Operational Lead, the post holder will:
1. Have responsibility for the overall governance and operational management of all staff across Community Adult Learning Disability Services.
2. Work with the Head of Specialised Services, the other members of the Senior Leadership Team, and Clinical Leads to identify the service direction and translate national and local initiatives into local priorities.
3. Lead on change management processes within Community Adult Learning Disability Services.
4. Ensure the effective clinical management of all services within the financial framework. Identify to senior managers within the Trust, and to commissioners, any difficulties identified that will affect contractual requirements.
5. Work in partnership with Commissioners and other partner agencies to provide services that achieve the best possible outcomes for service users.
6. Lead on the production, analysis, presentation, and dissemination of information to aid decision-making for service improvements and changes; to be responsible for the analysis, investigation, and resolution of anomalies and issues.
7. Manage, develop, and improve working practices and protocols; setting standards and promoting a positive performance culture throughout the Community Adult Learning Disability Service to deliver a high quality and efficient service. This includes liaison and joint working with corporate departments (e.g., Human Resources, Finance, Information Management, Performance, and Facilities & Estates).
8. Act as a nominated representative of the Service at internal and external meetings, and act on behalf of the Head of the Specialist Learning Disabilities Directorate in their absence.
9. Ensure all staff resources are utilized effectively and efficiently to provide optimum staffing levels in areas of greatest need, whilst giving consideration to contractual obligations.
10. Be responsible for the procurement of equipment and resources within the service.
11. Be responsible for own and others' health and safety, reporting all issues to the Line Manager and working within the Trust's Health and Safety policies and the Health and Safety at Work Act.
12. Be responsible for human resource issues (in partnership with Clinical Leads and Professional Leads as appropriate).
13. Oversee workforce development within the Services, including financial management, recruitment and retention, deployment of staff, reviewing performance (and resolution of disputes), and maintenance of appropriate workforce plans.
14. Demonstrate effective leadership in developing new roles with the Head of Service and Senior Leadership Team at a local, regional, and national level in line with best practice service user feedback and national guidance.
15. Provide advice, information, and support in relation to the Local Authority and NHS Complaints procedures. Implement associated actions and recommendations.
16. In conjunction with the Business Support Manager and Head of Specialised Services, monitor and manage the performance of the Adult Learning Disability Services and individual team members, to ensure achievements of Trust/Organisational targets/objectives (including delivery of all KPIs).
17. Liaise with Professional Leads to ensure the Adult Learning Disability Services provide high quality learning environments for all student and trainees clinical placements as required.
18. Provide accurate service and clinical activity information as required by the Trust, using written and electronic communication according to protocols in line with local and national standards.
19. Co-ordinate the monitoring of information and activity requirements and ensure the timely inputting of contractual information on Trust information systems.
20. Be computer and IT literate, responsible for inputting information to the Performance Management process and other service delivery frameworks.
21. Plan, undertake, and coordinate service audits to improve outcomes of care and treatment based on activity data and discussions with the Senior Leadership Team.
22. Take responsibility for financial, clinical, and corporate risk management in areas of responsibility and contribute/update Service and Trust Risk Register.
23. Ensure Trust Health and Safety Policies are implemented, including Infection Control procedures.
24. Develop policies, procedures, and practices which reflect the nature of the service and current best practice.
25. Take a proactive approach to Community Adult Learning Disability Services Management arrangements and be a key participant in Directorate Management Team Meetings, Clinical Governance and Risk, and other Directorate and Trust-wide groups.
26. Participate in the management On Call arrangements as required.
27. Produce a training plan for the Adult Learning Disability Service on an annual basis linked to statutory requirements, national and local priorities, needs of clients, and the development needs of staff.
28. Ensure that the training and development needs of the workforce are identified on Trust annual training plans.
29. Ensure operational and clinical supervision is delivered effectively to all staff (as per Trust Policy) and that all staff receive high quality, effective annual appraisals with relevant training opportunities to meet CPD and service objectives.
30. Identify and support development opportunities for staff succession planning.
31. Attend meetings, reviews, and undertake liaison with Commissioners, Carers, and other professionals to ensure a high-quality service is provided for clients.
32. Instigate investigations regarding incidents and disseminate learning where standards are compromised.
33. Ensure all Trust Policies and Procedures are implemented and adhered to (including Business Continuity Plans).
34. Advise on the interpretation and implementation of policies impacting on service delivery, clearly communicating issues pertaining to these policies to all staff.
35. Make decisions and recommendations in the absence of precedence and sometimes without recourse to others, thereby exercising a high degree of personal and professional autonomy.
36. Reconcile professional differences of opinion to achieve the most appropriate decisions and outcomes.
37. Provide advice using knowledge and expertise, communicating these using effective verbal and non-verbal communication skills and demonstrating empathy and leadership appropriate to the management of the situation.
38. Work across multi-disciplinary/multi-agency teams, involving liaison and negotiation around highly complex ethical situations and risks, cooperative working, and knowledge of multi-agency/inter-agency approaches.
39. Work collaboratively with other members of the Senior Leadership Team and Clinical and Professional Leads to develop and implement clinical strategy across the Specialist Learning Disabilities Services.
40. Create a culture within the Service where all staff respect the individuality, values, cultural, religious, and sexual diversity of our service users, carers, and staff, contributing to the Service meeting these needs.
41. Respond to and deal with complex enquiries, communicating effectively to manage challenging situations.
42. Ensure systems are in place to enable the proactive cascading of communication within the Services and ensure external communications to promote the Service are of the highest standard (including websites and social media).
43. Facilitate positive team working across the Service and encourage the development of active two-way communication between front-line staff and Clinical Leads/Managers/Professional Leads.
44. Prepare high quality written reports as required by the Service, Trust, and partner organisations.
45. Handle difficult, complex, and emotional situations with tact and diplomacy, e.g., staff disciplinary and performance issues.
46. The post requires physical effort associated with sitting for long periods to complete complex written and numerical tasks.
47. The post-holder will be required to travel over large geographical distances to visit various Clinical Teams in person.
48. Exposure to frequent interruption to routine, relating to competing requests and demands.
49. Concentration in meetings to record notes accurately and agree key actions.

This job description will be reviewed regularly in light of changing service requirements, and any such changes will be discussed with the post holder.
