Job overview
This is a senior management level post with a complex and wide-ranging set of responsibilities, encompassing the oversight of all delivery and management activities of, Finance, Procurement & Commercial Services.
The Finance & Commercial Director will ensure that all financial matters of the company are met. The post will lead the finance and procurement teams. The Finance & Commercial Director will ensure the commercial strategy of the company is delivered.
As a director of the Company Board, the post holder will hold corporate responsibility with other Board members for the strategic direction, corporate policy making and development and delivery of the company objectives.
Main duties of the job
* To be a Director of the Company Board.
* To support the Managing Director and manage the company in line with delegated powers granted by the company board and in accordance with its values and objectives, ensuring all activities are directed towards achievement of these powers.
* To support the leadership of the development of a business and service "culture" to ensure that customer performance levels are delivered, improved and developed.
* To monitor, evaluate and drive organisational performance. Share responsibility for the delivery of the subsidiary company's performance and information to timescales and standards set by the Managing Director and Board.
* Responsibility for the full operational remit of the financial management and procurement services of Calderdale & Huddersfield Solutions Limited. This will include staff management of the Finance team and Head of Procurement, ensuring delivery of annual financial targets and management reports, ensuring delivery of a responsive procurement service and development of bids and business cases.
* To review and implement the Commercial Strategy.
* To be responsible for commercial opportunities across all areas of operational delivery. This is to include the mobilisation and stabilisation of new business services / ventures.

Detailed job description and main responsibilities
Finance
* Manage all financial and statutory reporting for the business, including to understand, assess and manage strategic, reputational, operational & financial risk.
* Management of key external relationships with consultants, auditors, banks, suppliers, Calderdale & Huddersfield NHS Foundation Trust etc.
* Negotiating the Contract Value with the Trust and ensuring that an effective process is in place to enable negotiation in respect of any future proposed contract variations.
* Preparation of the Annual Statutory Accounts, including the incorporation of Corporation Tax and VAT liabilities, in a timely manner and submission to Company's House, to include liaison with HMRC and auditors as appropriate.
* Ensuring preparation of the annual budget to the parent company timescales and approval of the company board.
* Ensure monthly financial reports for the Board are produced as required and in line with parent company reporting timetables.
* Effectively manage the company's budget ensuring value for money. This will include ensuring accurate monthly budget statements are produced by the finance team, issued to departments and monthly discussions with the managers.
* Ensure delivery of Cost Improvement Programme for the Company whilst continuing to deliver efficient services.
* Management of capital expenditure and reporting.
* To maintain systems of control and limits of delegation and provide the Board with assurance of their effectiveness. This includes the Standing Orders, Scheme of Delegation & Standing Financial Instructions in conjunction with the Company Secretary.
* Identify and pursue funding opportunities to ensure sustainable income streams.
* Ensure funding for specific projects is fully and appropriately utilized to deliver agreed outcomes.
* To ensure that financial and procurement targets and reporting requirements are met along with compliance with the standards set by external and regulatory organisations.
* To adhere to all legal requirements in relation to the business and financial assets, people, IT and intellectual property.
Procurement
* To line manage the Head of Procurement Service, ensuring an efficient service is provided.
Commercial
* To develop and implement systems to ensure that services provided by the company are high quality, professional, responsive, generate an appropriate rate of return and meet the needs of existing customers and emerging markets.
* To ensure that the governance of the business is being adhered to and is in line with our contract expectations.
* Research, develop, attract and win new business opportunities, working closely where appropriate with the appropriate head of service and senior team.
* Maintain and develop relationships with current clients and build relationships with new clients, gauging their needs and developing proposals to address these needs.
* Considering best practice, available guidance and existing restraints, bring senior staff together to make decisions based on the needs of patients, staff, visitors and customers and in the best interest of the business.
* Appoint sub-workstream project teams in consultation with SMT ensuring associated projects are delivering and reporting into the agreed governance forum.
* Devise project plans, allocating tasks as appropriate, working with the SMT to identify risks, issues, and co-dependencies in relation to reconfiguration plans and/or commercial projects.
* Monitor progress of projects to ensure they are on track and meeting milestones.
* Manage all project deliverables, including resources, budget allocation and timetables.
* Ensure learning from project implementation is captured and shared across appropriate boundaries.
* Ensure a continuous improvement culture is developed and propose improvement strategies to enhance value and patient experience.
* Examine market developments and existing contract expiry to ensure CHS achieves best value for money from its contractual arrangements.
* To maximise the company's business opportunities for the delivery of estates and facilities services to NHS, public and private sector organisations.
* To manage the on boarding of any new services and direct reports to ensure quality, compliance and financial targets are met.
Awareness of wider markets and commercial opportunities e.g., Care Homes, Health Centres, GP and Dental Surgeries to generate income and highlight any opportunities or threats.

Person specification
Essential criteria
* CCAB qualified accountant
* Educated to master's degree level or equivalent level, or able to demonstrate depth and breadth of equivalent managerial/project management knowledge and experience in a complex organization
* Evidence of Continual Professional Development
* Significant experience at senior finance level within the NHS or equivalent setting.
* Proven experience of working and contributing at Board Level
* Significant management and professional experience.
* Experience of strategic financial planning and development.
* Experience of delivering challenging financial plans including cost reduction programmes.
* Proven ability to lead and manage complex operations.
