Higher Executive Officer, Qualifications and Registration
Purpose of Post:
The post-holder will play a key role working with the Qualifications and Registration Manager to ensure the provision of the EWC’s bilingual Qualification and Registration services to education practitioners, trainee practitioners, and employers in Wales.
Responsibilities:
The Higher Executive Officer, under the direction of the Qualifications and Registration Manager will:
1. Take a lead role in delivering the EWC’s registration work, particularly the maintenance of the Register of Education Practitioners in Wales, the registration of education practitioners via the collection of annual registration fees, and the registration of new applicants throughout the year.
2. Implement changes to procedures based on changes made by Welsh Government to legislation directly affecting the registration processes of the EWC.
3. Deliver the EWC’s work in administering the award of Qualified Teacher Status to trainee practitioners and others, including the collection of course results from teacher training institutions and the assessment of applications made via the world-wide application for QTS process.
4. Compile and arrange the annual programme of visits to training providers, acting as a liaison between the providers and the EWC. The post-holder will be required to make presentations to large audiences of final year students regarding the role of the EWC and its registration and qualifications work. During the programme of visits, the post holder will be required to travel within Wales and, on occasions, stay away overnight.
5. Assist the Manager in developing and maintaining relationships with key stakeholders, including making presentations at seminars or group meetings, and deputizing for the Qualifications and Registration Manager as required, including the supervision of staff and allocation of work in the Manager’s absence.
6. Deliver the EWC’s work in respect of issuing certificates to those awarded QTS in Wales who have successfully completed the Induction program in Wales.
7. Maintain the processes to determine the suitability of applicants for registration with the EWC annually.
8. Assist the Qualifications and Registration Manager in ensuring the provision of a professional enquiry service and help desk facility for education practitioners and employers concerning registration and qualifications matters, acting as a liaison contact with practitioners, schools, Local Authorities, initial teacher training institutions, Further Education Institutions, and other external organisations in respect of registration and qualification-related issues.
9. Prepare standard and ad hoc reports and performance statistics for senior management purposes and also as part of statistical requests under the Freedom of Information Act.
10. Contribute to the preparation of policy, procedural, and discussion papers of the Director Regulation.
11. Be responsible for developing and updating standard documentation for all stakeholders.
12. Maintain and develop the Registration database.
13. Ensure compliance with relevant legislation including the Welsh language, Equality, and General Data Protection regulations.
14. Undertake any other duties as directed by the Qualifications and Registration Manager as commensurate with the post and grade.
