Job Title: Policy Co-Ordinator
The Policy Co-Ordinator will support the strategic and operational development of the defined areas of responsibility: managing, developing, implementing, and monitoring a range of policies and procedures, supporting the Primary, Nursery, Special, Secondary, and Central Support sectors of the Education Directorate.
The Policy Co-Ordinator will:
1. Take a lead role in planning, implementing, and reviewing policy activities for the Education Service, with a particular focus on policies and procedures relating to employees, including staff wellbeing, LNCT, and SNCT.
2. Support the Directorate and lead on complex investigations, discipline, grievance, and complaints as directed by the Directorate Leadership Group/Senior Management.
3. Manage and support the complaints process in accordance with Fife Council policy and procedures, liaising with various stakeholders, including the Scottish Public Services Ombudsmen.
4. Lead specific projects for the Directorate, such as Staffwise, including the collation of responses, analysis, and reporting of results.
5. Advise and persuade senior managers, Headteachers, and all school and operational staff regarding both Fife Council and external policies and procedures to promote the best interests of the organization, its employees, pupils, and stakeholders.
6. Monitor service quality and performance related to policies, including handling Freedom of Information requests, access to records management, and complaints, ensuring compliance with relevant legislation, standards, and policies.
7. Support the management of the Communication strategy across the directorate, reviewing communication mechanisms, driving improvements, and analyzing results.
Qualifications, Registration, and Skill Requirements
* Educated to SCQF level 9, which includes a degree or equivalent.
* Experience in operational delivery within the public sector, successful business change, resource management, performance management, and quality management.
* Experience in driving, managing, and supporting organizational change and service improvement.
* Strong consultancy, facilitation, and influencing skills.
Additional Skills and Abilities
* Ability to work with the Service Manager, Team Managers, the wider Directorate Operations Team, Education Managers, Improvement Officers, School Leaders, and practitioners to develop and implement strategies and policies.
* Comfortably handle statistical, legislative, financial information, and present these effectively to appropriate audiences.
* Identify, plan, implement, and review projects, managing their interdependencies to achieve specific outcomes.
* Chair meetings, represent the Service in cross-service working groups, and report on progress.
* Model positive behaviors in dealings with others.
* Analyze complex issues and develop creative and practical solutions.
* Reconcile competing priorities and manage ambiguity and complexity.
* Respond to customer needs with strong organizational and business awareness and provide constructive challenge where appropriate.
