Structure of the team:
We are recruiting for two positions within Transport Scotland’s Finance and Corporate Services (FCS) Directorate – Financial Accountant and Finance Manager. FCS is one of nine directorates, comprising Corporate Services, Transport Scotland Finance, and Transport Portfolio Finance.
As part of the Financial Accounting Team, you will utilize your finance skills and expand your knowledge of Scottish Government and Transport Scotland financial reporting, supporting transport initiatives and infrastructure across Scotland. Flexibility and adaptability are essential for this role.
You will be responsible for:
* Producing accurate financial reports for management, consolidation, and external publication, including the Annual Report and Accounts.
* Ensuring compliance with relevant accounting standards and regulations, such as SPFM, FReM, IFRS, and HMRC legislation.
* Maintaining and reconciling the balance sheet, providing technical advice on accounting treatments, including VAT, fixed assets, and lease accounting.
* Developing and maintaining secure financial processes and controls, offering guidance to stakeholders.
* Managing and motivating a small team, fostering development and wellbeing.
* Deputising for the Senior Financial Accountant as needed.
Finance Manager
Working within the Finance Business Partnering team, you will provide financial management and advice to support Transport Scotland's objectives.
You will be responsible for:
* Providing financial stewardship, improving financial awareness, and ensuring robust controls.
* Collaborating across the agency to analyze financial performance and support decision-making.
* Assessing future income and expenditure projections, supporting budgeting and financial planning.
* Engaging in budget setting and providing relevant advice.
* Deputising for the Finance Business Partner when appropriate.
Responsibilities
* Producing timely and accurate financial information for management and external reports.
* Ensuring transactions comply with all relevant regulations.
* Maintaining and reconciling the balance sheet, advising on technical accounting issues.
* Developing financial processes and controls.
* Managing and supporting a team, ensuring engagement and wellbeing.
* Deputising for senior staff as required.
Essential Criteria & Qualifications
The successful candidate should be fully CCAB (or equivalent) qualified with up-to-date CPD. Consideration may be given to final-stage candidates.
1. Experience working in a financial environment, with strong data analysis and compliance skills.
2. Excellent written and verbal communication skills.
3. Advanced analytical skills with tools like Excel.
4. Self-motivated, able to prioritize and adapt quickly to meet deadlines.
Additional Information
You are expected to remain in post for at least three years unless promoted. Discuss your application with your line manager. The role is based in Glasgow or Edinburgh, with hybrid working, requiring office presence twice weekly. The position is full-time, with flexible working patterns considered.
