Role
Working within the Framework Contract Team in SPD to support the operations of LIVE framework agreements and monitoring of all live frameworks. The candidate should have knowledge of Framework Agreements, SPEN Operations, ED2, Procurement processes, Legal Forms of Contract, and working knowledge of the SPEN SAP system. A Quantity Surveyor type background would be beneficial, along with the ability to scrutinise and report on LIVE framework usage providing feedback.
The team works across all of the many Service framework contracts in SPEN with an overall portfolio value in the region of £900m. The role is dynamic with daily issues arising and expected interaction with Contractors and all areas of the business, including operational staff, project managers, and senior management. Subject matter is varied with contracts predominantly focused on Services/Engineering and Construction.
What you’ll be doing
1. Lead and drive continual performance improvement through analysis of outputs and feedback from internal and external sources.
2. Support delivery of robust communication activities to facilitate the delivery of effective service framework contracts.
3. Develop robust plans for service framework contracts to improve delivery and efficiency.
4. Update reporting systems for cost, budget, financial forecasts, and performance data for business improvement processes.
5. Identify, resolve and escalate contract issues as required.
6. Manage contractual relationships for effective contract management.
7. Evaluate framework agreements and allocate risk between Energy Networks and the contractor.
8. Represent Energy Networks at internal and external meetings.
9. Take responsibility for personal development.
10. Involve the team in finding solutions to performance issues.
What you’ll bring
* Knowledge of service frameworks and their application in the field, including procurement tender processes.
* Knowledge of various standard terms and conditions applicable to framework contracts.
* Ability to communicate and present information effectively at all levels.
* Ability to negotiate effectively at multiple levels to achieve the best outcome for SPEN.
* Awareness and understanding of key business drivers and the external commercial context in which ScottishPower operates.
* Contract & SLA management and general commercial & regulatory awareness.
* Ability to devise solutions to complex problems/challenges.
* Expert knowledge of analytical and quantity surveying techniques is desirable.
* A working knowledge of Health & Safety legislation and policies.
* A working knowledge of financial control procedures and systems.
Minimum Criteria
* Proven project and contract management skills.
* Computer literacy.
* Professional qualification or equivalent experience.
* Proven negotiation skills.
* Knowledge and experience of framework contracts in SAP.
