This role is initially offered as a 1 year contract opportunity but with scope to review and extend the contract on a rolling annual basis.
About Us and The Opportunity:
The Surrey Safeguarding Children Partnership (SSCP) launched in 2019, bringing together partner agencies and the voluntary sector to deliver improved outcomes for Children and Families across Surrey. The SSCP promotes Safeguarding at a countywide level and ensures that statutory duties, as set out in the Children Act 1989, the Children Act 2004, the Children and Social Work Act 2017 and statutory guidance Working Together 2023 are effectively met.
To support the critical work of the Partnership, SSCP are seeking to appoint an Independent Scrutineer to strengthen and develop the work of the Partnership, working as a critical friend but with an eye to being a supportive arm that enables the Partnership to navigate challenges and find solutions together. You would be joining at an exciting time with significant change ahead connected to Local Government Reform and changes to ICB arrangements meaning you will need to be motivated and readily adaptable to keep pace with the changing landscape as it evolves for all partners.
As our Independent Scrutineer your role will be to provide constructive challenge and guidance to all partners across our multi agency safeguarding arrangements. These must be transparent, respectful, effective and authentically invested in delivering the best possible outcomes for children, young people and their families in Surrey. You will work with a range of senior leaders and colleagues across the partnership therefore you must be capable of fostering constructive relationships at all levels adapting your style and communication to work effectively together.
You will develop a system of scrutiny for the Surrey Safeguarding Children Partnership which ensures that clear, objective and accessible decision-making processes are in place, with a strong focus on accountability for decisions. You will be responsible for scrutinising existing multi-agency safeguarding practice and advising senior leaders on ways to improve and strengthen existing systems and arrangements. You will act as a critical friend to the Partnership, brokering difficult conversations that help all partners to navigate complex arrangements as part of system working and will lead on agreeing an annual scrutiny plan for the Partnership.
About You:
We are looking for an Independent Scrutineer who:
* Has significant strategic senior leadership experience in safeguarding or another related field.
* Has knowledge and understanding of statutory safeguarding frameworks, including "Working Together to Safeguard Children (2023)".
* Has strong interpersonal and critical thinking abilities, capable of delivering insightful feedback and data-driven recommendations.
* Is committed to promoting the voices of children and families in all aspects of safeguarding work.
* Has experience of complex partnership and system working.
* Has strong leadership abilities including integrity, credibility and the ability to build trust with a range of stakeholders at all levels.
* Is an effective communicator with the capacity to adapt style depending on audience and need.

First stage technical interviews via MS Teams are planned across the 27th and 29th of May with final assessment planned for Monday the 9th of June 2025.
It is anticipated that final assessment will be face to face at our Woodhatch Place office in Reigate. If assessment dates change you will be notified with as much notice as possible.
Some travel will be required to fulfil the requirements of the role and meet the functions of the SSCP.
An enhanced DBS 'Disclosure and Barring Service' check for regulated activity (formerly known as CRB) and the Children's and Adults' Barred List checks will be required for this role.
