Strategic Commissioning Manager – Adult Services, Urgent and Community Care
This is a joint health and social care role hosted by Rotherham Council.
Location: Riverside House, Rotherham / flexible hybrid working
Contract details: Permanent, full-time, 37 hours per week.
You will join the commissioning team at a pivotal time as health and care work in partnership to support Rotherham citizens to live and age well, within the context of an ageing population and health inequalities.
You will have the vision to lead and innovate, contributing to strategic and policy development in the commissioning of adult care and support services and Urgent and Community Care in order to meet national and local objectives and provide affordable solutions.
You will have commissioning experience with excellent interpersonal, communication and analytical skills with the ability to prioritise and work flexibly. You will have experience of working within agreed frameworks and overseeing a large and complex budget, assessing impact and value for money.
Duties include:
* Commissioning, contract and performance management of adult care and support services, working closely with the contract compliance team and provider services to assure quality standards.
* Engaging the adult care market through provider forums and coordinating MDT working to provide efficient and effective support to care homes.
* Conducting research, sourcing information and carrying out needs analysis to inform strategic direction and decision making.
* Market shaping, forecasting and strategic development of adult care and support including developing commissioning plans, market position statements and sustainability plans and procurement processes.
* Strategic oversight and management of the Better Care Fund ensuring timely governance, monitoring and reporting for the £54M budget and related adult services budgets.
* Supporting system flow including performance management of commissioned and in-house services.
* Providing specialist advice, support, reports and assurance for Cabinet, Councillors, Executives, partners, providers and the public.
* Direct line management of a small number of staff and delegated management of colleagues/partners working in the area.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
