An exciting opportunity has arisen for an enthusiastic and motivated individual to join the Procurement & Supply Chain team as a Procurement Manager.
The post holder (there is one post - 1 full time post fixed-term contract for 2-years) will work with other colleagues within the Directorate and across the wider Trust and region to achieve the Trust's Procurement Transformation Plan and the Trust's engagement within the National Commercial Strategy.
This role is focussed on a variety of Procurement related activity including Capital, IM& T, and Clinical requirements. It is currently one of three procurement Managers within the department.

Main duties of the job
You will line manage and lead a team of Procurement professionals to establish and enhance robust relationships within the aligned business area and wider Trust, to drive productive collaboration between the stakeholders and the procurement function in the effective forward planning of procurement/projects requirements.
Responsible for the tendering of bespoke contracts for goods, services and works, including research, preparation, issue, scheduling, evaluation, reporting on tenders and awards and the management of contracts, you will have knowledge and experience of procurement and its application within the public sector. This knowledge must be underpinned by theory and experience.
Job responsibilities
* Managing the Procurement Category Team members.
* Assigning procurement projects to team members, managing workload and planning within the team.
* Manging data in relation to Contracts, workplans, spend information and recording savings and added value.
* Undertaking Procurement activities at a complex level, in accordance with the Trusts Procurement workplan, in accordance with Trust Corporate Governance and Public Sector Procurement regulations.
* Providing professional advice and guidance to Trust Directors, Managers, and clinical and non-clinical staff across the organisation.
Job Purpose
* To lead the Capital (medical) team in the establishment and/or enhancement of robust relationships across the Trust, to drive productive collaboration between the Stakeholders and the procurement function in the effective forward planning of Capital procurement.
* Managing the Supplies Departments Medical Capital and Maintenance Teams.
* Responsible for ensuring that bespoke contracts for Capital equipment required by the Trust are competitively tendered and awarded in accordance with Trust Corporate Governance and Public procurement legislative regulations that such contracts are established, managed, reviewed and renewed in a professional, effective efficient and timely manner and provide optimum value for money.
* Responsible for ensuring that all capital (> £5K) goods and services required by the Trust are procured in an effective, efficient and timely manner and in accordance with Trust Corporate Governance and Public Sector procurement regulations, providing optimum value for money.
* Responsible for ensuring that the Trust utilises where appropriate, national contracts established by NHS Supply Chain, Crown Commercial Services, the North of England Commercial Procurement Collaborative or other public sector collaborative procurement organisations where such arrangements provide benefit to the Trust facilitating communication between the Trusts internal customers of goods /services covered by such contracts and those formulating them.
* Responsible for ensuring that goods surplus to the Trusts requirements and with a resale value are offered for sale in accordance with Trust Corporate Governance and appropriate NHS guidance.
* Responsible for ensuring that maintenance contracts are put and kept in place, where appropriate, for equipment purchased by the Supplies Department and for such arrangements delivering optimum value for money.

Qualifications & Education
Essential
* An appropriate Professional Purchasing qualification, i.e. NVQ level 4 (Purchasing), CIPS (Degree level), or equivalent experience.
Desirable
* Managerial qualification
* European Computer Driving Licence qualification
Knowledge & Experience
Essential
* Experience at a senior level in the Procurement Department of a large complex organisation, preferably within the NHS and in a managerial or supervisory capacity.
* A detailed understanding of computerised procurement systems, including eProcurement.
* A detailed understanding of NHS Trust model Standing Orders, Standing Financial Instructions and procurement procedures.
* Expert knowledge of Public Procurement legislation
* The knowledge, experience and ability to provide professional advice and guidance to Clinical Directors, Directorate Managers and other senior managerial and clinical staff across the organisation.
* An extensive knowledge of products and suppliers used within the healthcare industry
* An extensive knowledge of Laboratory Information Management systems (LIMS) including knowledge of the market from the selection of a LIMS provider to the implementing of a LIMS system into a healthcare organisation

* Communication skills to effectively liaise with staff, suppliers and internal customers at all levels of the organisation and under all conditions of urgency.
