This new post provides an exciting opportunity for the successful candidate to help shape services and oversee day-to-day operations of Billingham & Norton Primary Care Network. Working closely with the Clinical Directors and PCN Manager, you will manage day-to-day finances, assist with HR and staffing, and ensure we meet our operational targets. The postholder will also support the PCN Manager in ensuring compliance with CQC and other legal obligations.
Main Duties of the Job
Main responsibilities of the role are:
1. Building good working relationships with all parties to support delivery of care to patients.
2. Offer day-to-day support for staff working for the PCN based in practices and be the first contact for any concerns or issues.
3. Liaise with practices to ensure excellent communication regarding all PCN matters.
4. Monitor and evaluate clinical services provided by the PCN to practices.
5. Assist in all HR, including attendance and absence management, training, and onboarding checks.
6. Support the managing team in ensuring clinical governance, including registration and compliance with CQC requirements.

This role is mainly office-based, though some travel across our practices may be required.
Job Responsibilities
Operational Responsibilities
1. Build good working relationships with the Clinical Directors, Practice Managers, and Clinical Leads at each practice and facilitate collaboration between practices and the wider system to support the delivery of care to patients (including shared appointments between practices to aid delivery of enhanced access).
2. Oversee clinical sessions provided by all ARRS staff, including management of SystmOne, patient access, and staff attendance.
3. Monitor and evaluate clinical services provided by the PCN (including utilization and attendance), helping to ensure value for money.
4. Ensure timely recording, investigation, and response to significant events, ensuring learning and best practice is shared across the organization and other relevant groups.
5. Gather and submit data related to PCN activities, funding, and targets, ensuring data is accurate, complete, and submitted on time.
6. Support the recruitment, induction, and training of new staff.
7. Ensure all staff mandatory training is up to date, amending training requirements as necessary to comply with CQC/other training bodies.
8. Liaise with third-party employers to ensure all HR policies are adhered to, maintaining staff records in accordance with PCN policy.
9. Oversee annual leave arrangements for PCN staff, including allocation, record keeping, and informing practices and arranging cover as needed, ensuring the annual leave policy is administered fairly.
10. Administer sickness absence policy, informing practices when staff are off sick and run monthly reports for the PCN Manager.
11. Assist the PCN Manager in HR and other matters as required.
12. Assist the PCN Manager in ensuring policies are up to date and in accordance with any requirements.
13. Assist the PCN in the investigation and response to complaints.
14. Assist the PCN Manager in ensuring compliance with all GDPR, data security, and confidentiality requirements.
15. Liaise regularly with Team leaders to ensure service requirements are being met.
16. Ensure compliance and completion of Data Security and Protection Toolkit.
17. Follow up on actions from meetings and update the action log prior to the next meeting.
18. Set up meetings and check attendee availability.
19. Manage communications to the PCN Team.
20. Provide project updates and other PCN updates as required by the PCN Manager.
21. Notify of PCN events and meetings.
22. Manage the PCN newsletter.
23. Run searches and audits as required by PCN leadership team to facilitate reviews of clinical services and progress towards PCN DES and Investment and Impact Fund (IIF) targets.
24. Liaise with website provider to develop practice websites and update news items and website information for all PCN practices where required.
25. Provide IT support for PCN staff and projects as required.
Finance Responsibilities
1. Manage day-to-day administration of finances, including invoices, payments, and banking, including bank reconciliation in an accurate and timely manner.
2. Claim and process ARRS and other funding, including reimbursements to practices as required.
3. Support the PCN Manager in budgeting, cash flow, profit and loss, and NHS Pensions.
4. Preparation and maintenance of finance spreadsheets and reports as required.
5. Support in year-end and other submissions to accountants.
Person Specification
Qualifications
* Degree level education or significant experience in a similar role.
* GCSE grade A to C in English and Maths.
* Bookkeeping or accountancy qualification.
Experience
* Previous experience working with Primary Care or NHS England.
* Experience in working at manager level.
* Experience working with finance, including bookkeeping, bank reconciliation, and preparation of end-of-year accounts.
* Proficient IT skills and experience.
* Experience building working relationships with staff, managers, and a variety of stakeholders.
* Experience managing practice or PCN finance.
* Experience in managing HR processes.
* Experience writing policies.
* Experience managing Smartcard access.
