Overview:
A forward-thinking local authority in South London is seeking a highly skilled System Development Consultant to play a key role in the development and configuration of critical housing systems. The successful candidate will lead on the design, configuration, and technical management of the NEC Housing system, ensuring its efficient operation and alignment with service needs. This role is vital for driving system improvements, managing technical workshops, and implementing solutions that enhance the delivery of housing services.
Key Responsibilities:
1. System Design & Configuration: Lead the technical design and configuration of NEC Housing modules, managing the application environment to ensure optimal performance and service delivery.
2. Workshops & Collaboration: Facilitate technical design workshops with service users and external consultants to produce system requirements and specifications, guiding decisions on service delivery improvements.
3. Testing & Implementation: Build system configurations in test environments, lead testing processes, and oversee live implementation once solutions are approved.
4. Systems Management: Act as the council's expert on NEC Housing, providing 2nd and 3rd line support for application issues, workflows, and system functionality.
5. Data Management & Reporting: Ensure data integrity across systems, supporting statutory reporting, financial interfaces, and service analytics.
6. Project Leadership: Manage technical projects related to system upgrades and changes, ensuring timely delivery and alignment with operational needs.
7. Security & Compliance: Implement robust security controls and ensure all systems adhere to GDPR and data protection requirements.
Person Specification:
8. Expert Knowledge: Advanced skills in managing workflow-based ICT systems, with in-depth knowledge of NEC Housing design principles and data structures.
9. Experience: Significant experience in system development, implementation, and transformation, particularly in the NEC Housing system (minimum 2 years).
10. Technical Skills: Expertise in NEC solution design, configuration, and business analysis, with a strong ability to manage complex data and security access controls.
