Temporary Highways Service Area Officer - Drainage

Pay Rate: £19.35 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 3 months

Highways Service Area officer covering vacancy investigating Highway issues raised by members of the public, Councillors and other departments of the City Council. Reviewing issues and designing solutions including liaising with contractors and supervising works. checking invoices submitting for payment.
Key Responsibilities:
Supervise a group of staff together with the supervision, coordination and procurement of contractors and consultants engaged in the management and maintenance of highways infrastructure and in particular road drainage systems.
Undertake the design and implementation of highway works using internal and external suppliers.
Provide a high quality highways maintenance and winter service to deliver cost effective maintenance of highways infrastructure and highway related projects.
Develop programmes, design and manage cost effective planned and reactive maintenance of highways infrastructure assets by internal and external suppliers.
Manage the health and safety of staff and depot operations.
Ensure the cost effective operation of the depot.
Manage the performance of internal and external suppliers.
Manage projects and take responsibility where appropriate for assigned budgets and agreeing contractual payments.
Support and assist in the development of policies which support efficient service delivery, continuous improvement and corporate objectives.
Implement cost effective digital solutions for the management and maintenance of highways assets.
Qualifications:
Level 4 qualification in Civil Engineering or extensive equivalent appropriate experience or
HNC/HND or equivalent in Civil Engineering plus relevant experience,
Possess a full current driving licence
Knowledge:
Knowledge of asset management, highway engineering and maintenance practices.
Knowledge of CDM Legislation.
Knowledge of legislation, regulations, policies, inspections and performance information applicable to the service area.
Experience:
Equivalent appropriate experience of a service or operational area relevant to the service area.
Experience of managing services to meet customer needs.
Skills & Abilities:
Ability to produce reports, assist in developing business cases and to deliver presentations to a diverse audience.
Ability to manage and monitor performance effectively and set clear objectives for the review of individual and service level performance.
Ability to coach and mentor staff effectively to develop a culture of high performance
