Description Senior Category Manager, Education, Health and Care | 7096 | Fixed Term Contract until 17 January 2026 | 37 hours per week | £48,610 to £52,594 per annum (Scale L) | County Hall We have an exciting opportunity at Norfolk County Council for a Contract Manager to join our Health and Social Care contracting team to provide maternity cover up to January 2026. Norfolk County Council is the main local authority for Norfolk providing services to more than 900,000 of Norfolk’s residents. We purchase all kinds of things from suppliers across the country: from social care to streetlighting, from fire engines to library books. The team has a specific focus on supporting contract management for health and social care contracts, and this role within the team focuses on Adult Social Care. While departmental commissioners do much of the day-to-day contract management, this role supports with things like implementing formal contractual mechanisms when issues have not been resolved via informal methods and drafting formal documentation to support contract variation and extension. This year will see lots of transition from outgoing to incoming suppliers as contracts are retendered, so there will be interesting work to be done in supporting those changes. That will require good communication and influencing/persuading skills as well as an ability to quickly get up to speed on the nuances of the change required. As a passionate individual you will have: Experience in public procurement, preferably with a focus on adult social care contracting. Experience in managing contracts, in particular dealing with issues as they are escalated from the main contract manager. Experience in analysing supplier financial information. Excellent communication and negotiation skills, with the ability to build and maintain relationships with suppliers and stakeholders. A relevant professional qualification in procurement, contract management, or a related field.
