Sandwell’s Housing Management Service has embarked on a transformation journey to refocus our resources on supporting our tenants to live and prosper in clean and safe neighbourhoods whilst prioritising those who most need our guidance and support.
An exciting opportunity has arisen for Housing Services Officers to deliver a proactive and preventative tenancy and estate management service. The successful candidates will possess strong communication skills as this are crucial front-line posts, which involve working closely with contractors, residents, stakeholders, project officers, and senior managers.
We want someone passionate about making a difference as this role focuses on resolving complex cases that might place a tenancy at risk of not being sustained, along with identifying signs of vulnerability triggers to support our most vulnerable members of the community.
Key Responsibilities:
* Tenancy and Estate Management: Provide a proactive and preventative service to address complex tenancy and behavioural issues, including nuisance behaviour, safeguarding concerns, vulnerability triggers, and other tenancy breaches. This involves a case-management approach to sustain tenancies and ensure properties and estates are safe, clean, and well-maintained.
* Multi-Agency Collaboration: Lead and participate in multi-agency meetings and case conferences for sensitive cases (e.g., VARM, MARAC, TAF).
* Home Checks: Conduct proactive home checks to identify and address preventative and safeguarding issues. Use these visits to signpost and support tenants with services that align with Council priorities, such as money advice, employment and training opportunities, public health initiatives, community safety, and wellbeing support.
* Tenancy Breach Resolution: Deliver professional and timely interventions to resolve tenancy breaches, minimizing risks to others, protecting Council assets, and preventing tenancy failures.
* Tenancy Fraud Detection: Increase the identification of tenancy fraud to ensure housing assets are used appropriately for those in genuine need.
We want our officers to:
* Have awareness of resident experience metrics to ensure that your customer service reflects best practice around engagement, neighbourhood management and local priorities such as anti-social behaviour.
* Ensure that customer concerns are dealt with promptly and fairly to avoid the need for escalation.
* Ensure that you champion the voice of tenants and leaseholders and that tenant and resident engagement is central to your activities and engagement in all of its forms.
* Champion our vision for our tenants to have a good quality home and neighbourhood to live in, tackling community issues and promoting the wider agenda around our environmental commitments.
* Have the ability address and manage complex tenancy management issues.
* Possess a dedicated attitude to deal with complex casework and “No Accesses” to some flats that now require more in-depth legal work, reporting to the Legal Team to support with Injunctions and other formal actions and decision-making.
* Be able to think on your feet, whilst working within a multi-discipline environment and a broad level of customer and stakeholder. If you have a comprehensive knowledge of housing management functions and the ability to work in a demanding environment, we want to hear from you!

Hours:
1 post at 37 hours a week fixed term for 12 months
1 post at 37 hours a week fixed term 30 September 2025
