Key Responsibilities:
* Lead the delivery of locality services in line with the Trust’s strategic direction, ensuring the delivery of high value, patient-centred, responsive and efficient patient care.
* Work with designated operational contacts for local service providers ensuring effective communication and partnership working.
* Support Head of PHN in the delivery of locality-based services, ensuring an integrated approach with specialist services, focused on meeting the needs of a designated community of children and their family/carers.
* Ensure locality services are delivered in a highly professional and clinically safe manner, in conjunction with the business support team and in accordance with local and national policies and procedures, including compliance with Care Quality Commission standards.
* Provide management and leadership to staff within areas of responsibility, ensuring compliance with policies and procedures.
* Ensure capacity and demand management across service areas to meet activity and waiting time directives, in line with the wider locality performance plan.
* Responsible for ensuring outcome measures are developed and implemented within areas of service responsibility.
* Work collaboratively with other managers for preparation of the Business Unit’s Annual Plan and be responsible for ensuring aspects relating to areas of service responsibility are delivered.
* Responsible for the delegated budget and resource management in line with standing financial instructions.
Operational Delivery:
* Take responsibility on behalf of the Head of CUS for the operational management and continuity of Children’s services for school-aged children.
* Provide leadership to and be responsible for the day-to-day running of the school nursing teams, promoting multidisciplinary working and ensuring organisational and divisional barriers do not prevent the development and functioning of integrated care pathways and high-quality patient care.
* Through the Clinical Leads undertake regular audit of adherence to associated local and national policies, guidance (e.g. NICE) and standards of care.
* Contribute to the achievement of access standards within the areas of responsibility, working effectively with other locality and specialist service managers and clinical staff to ensure agreed standards are maintained.
* Prepare and deliver locality service reviews as agreed, reporting on the performance of services within area of responsibility.
* Support service/team leads to ensure effective leadership and management of resources, including budgetary responsibilities.
* Investigate and respond to complaints and incidents/serious incidents within a specified timeframe, analysing and monitoring data collected and collated from each service area to ensure that action is taken to correct and prevent recurrence.
* Ensure escalation processes are understood and embedded within operational teams.
* Be responsible, in conjunction with the Head of CUS and Finance Business Partner, for ensuring the budget remains in balance, efficient use is made of service resources and the Trust’s Standing Financial Instructions are adhered to.
* Take responsibility for performance management and achievement in the locality, including management of effective clinical governance and enhancing patient safety.
Patient / Customer Care:
* Pre-empt complaints through the presence of systems and staff that can resolve issues promptly and locally before they become formal.
* Respond to complaints and feedback from patients and public on service delivery, involving liaison with patients and relatives as necessary, dealing with difficult issues in a sensitive way.
* Ensure patient and public involvement is integral to the planning and delivery of clinical services. Work closely with representative groups to gain feedback on service delivery issues that can be used to inform changes and developments.
* Be responsible for the delivery of effective clinical and corporate governance within the service area, ensuring systems are compliant with policy.
* Ensure that risk assessments are undertaken on an ongoing basis and resulting action plans are implemented, and foster a culture of open reporting and analysis.
Strategic Management:
* Work as part of the Business Unit Management Team and contribute to the development of plans, which will support the strategic direction of the Trust and wider local Health, Education and Social Care economy; leading on implementation of appropriate service specific plans.
* Assess the impact of any new national initiatives and legislation within the locality, ensuring successful action planning, implementation and compliance.
* Develop written policies, procedures and protocols in line with the agreed development of the services within area of responsibility.
* Participate in the planning and commissioning of capital schemes and developments, acting as project manager for any identified schemes as required.
* Be responsible for ensuring compliance with all Trust policies and procedures, including the development of service area specific procedures and policies as required.
Service Development and Improvement:
* Provide leadership to and be responsible for operational management in the day to day running of the 519 school nursing teams promoting multidisciplinary working and ensuring organisational and divisional barriers do not prevent the development and functioning of integrated care pathways and high quality patient care.
* Take responsibility for the identification and delivery of service improvement and transformation opportunities, working with commissioners and the transformation lead to achieve standards of best practice and to meet the challenges of access targets, including the management of specified projects.
* Identify service priorities and develop action plans for service improvement; actively engaging with service users, clinicians and other internal and external stakeholders as required.
Management and Leadership:
* Provide managerial leadership to staff within areas of service responsibility, ensuring implementation of and compliance with policies and procedures.
* Ensure that all direct reports are regularly appraised (within 12 months of last appraisal), development plans are completed and objectives agreed.
* Manage all aspects of Human Resource management, supported by the HR Business partner and associated HR services, including recruitment, retention and individual performance management.
* Provide effective leadership to services within the area of responsibility, ensuring strong clinical leadership is established and supported.
* Take the lead in investigating and responding to issues relating to disciplinary, grievance, management of sickness and absence and poor performance, utilising resources available and in liaison/partnership with HR and other appropriate personnel.
Communication and Relationship Building:
* Establish effective means of communication within the service area, so that all staff are informed and engaged with the Trust’s priorities and are able to influence these at the appropriate key stages.
* To participate in Business Unit meetings, ensuring that the key priorities and service issues of each area of responsibility are appropriately represented.
* Produce papers and reports as required or as directed by the Head of CUS.
* To act as an ambassador for the Trust at all times when engaging with patients, commissioners, stakeholders, other external organisations and members of the public.
Finance and Resource Management:
* Participate in the production of relevant business cases, including the identification of priorities in line with clinical need, national and local targets.
* To work with the Head of CUS and BU support team to establish appropriate and realistic budgets for the service area, developing strategies for achieving annual cost improvements (i.e. CIP, pay improvement).
* Initiate plans to deliver service improvements and development in line with benchmarks and best practice.
Information Management:
* To work with the BU team to develop the information management needs of the locality to enable performance to be assessed against all key areas.
* Ensure all aspects of the service adhere to agreed processes and standards of reporting against performance standards/ targets.
* Monitor service and other key performance indicators, and contribute to excellence through taking actions that ensure ongoing achievement of Trust objectives.
General:
* Maintain a broad understanding of the work of the Directorate and the Trust as a whole, and actively contribute ideas for the improvement of service provision.
* Ensure own actions contribute to the maintenance of a quality service provision.
* To be responsible for the self-development of skills and competencies through participation in training and development activities, and to maintain up to date technical and professional knowledge relevant to the post.
* Ensure own continued professional development, maintaining clinical and managerial credibility.
* Participate in Trust’s Performance and Development Review and to undertake any identified training and development related to the post.
* Undertake statutory and mandatory training as deemed appropriate by the Trust.
* Develop and maintain effective working relationships with colleagues.
* Adhere to all Trust policies and procedures.
