The location of the post holder will be agreed with the successful candidate after appointment to ensure senior presence at each South West College Campus. Main Duties and Responsibilities: Support the Head of IT Services in implementing the Colleges Digital Strategy, aligning team objectives with strategic goals. Develop and embed policies and procedures for Learner Management Information System and data management and reporting to ensure compliance with legal, government and College requirements. Contribute to the development of key performance indicators (KPIs) to monitor and improve Learner Management Information System and data reporting performance. Act as a key advisor to the College management team on the Learner Management Information System and data matters to support curriculum decision making and compliance. Oversee the management, optimisation, maintenance, and continuous improvement of the Learner Management System including system upgrades, licensing, configuration, and maintenance releases. Ensure compliance with data and system security, disaster recovery, and archiving requirements. Lead organisational change related to Learner Management Information System updates and new functionality deployment to ensure seamless adoption and usage. Establish schedules for systems operations, ensuring alignment with DfE guidelines and timeframes. Develop and maintain robust data governance practices to ensure data quality, security, and compliance. Streamline data reporting processes and deliver accurate reports to stakeholders to support decision-making. Oversee statutory data returns, including the Consolidated Data Return (CDR), liaising with DfE and other stakeholders. Lead, mentor, and manage IT staff within the Systems and Data strand. Collaborate with other College departments and teams to ensure technologies and processes support curriculum delivery, enhance business efficiency, and align Learner Management System functionality with College objectives. Foster effective relationships with external bodies, including DfE and software providers, representing the College on committees and groups. Oversee the delivery of high-quality user support, ensuring timely troubleshooting and resolution of Learner Management Information System issues. Manage user access rights and permissions to the Learner Management Information System. Develop and manage systems training programs for staff, ensuring they are equipped with the skills and knowledge to utilise the Learner Management Information System effectively. Support curriculum planning, modelling activities, and the College Development Plan. Oversee the input, processing, and maintenance of accurate course data, ensuring alignment with MIS structures. Plan and support timetabling processes in collaboration with curriculum teams. Drive the development of the Colleges Dashboard and Reporting Services for automated, accessible reporting. Identify and implement new technologies and processes to support curriculum delivery and enhance business efficiency. Provide technical leadership for Learning Management Information System projects, including system integration and enhancements. Conduct risk assessments and support with managing the risk register for the IT Services department. 25.Ensure Systems and Data services comply with relevant Northern Ireland educationalregulations,includingthosesetbytheDepartmentfortheEconomyand GDPR. 26. Lead Systems and Data procurement activities, including creating technical specifications and tender documents. 27. Person Specification Qualifications/Experience Essential Criteria GCSEEnglishLanguageandMathsat Grade A-C or equivalent ArelevantdegreeorequivalentLevel6 qualificationinInformationTechnology, Computer Science, Information Systems, or a closely related field. 2yearsexperienceofmanaginganIT Service team. Or A Foundation Degree, HND or equivalent Level 5 qualification in Information Technology, Computer Science, Information Systems, or a closely related field. and 4 years experience of managing an IT Service team. Knowledge/Skills andAbilities Essential Criteria Excellentprojectmanagementskills, with experience in budgeting, cost control, and reporting. Strong organisational and communicationskills,withtheabilityto manage workloads and meet deadlines. Abilitytoanalysedataandproduce relevant reports for management. Experienceinsystemupgrades, configuration,andmaintenance. Proven expertise in data compliance/governance,quality,and reporting. Strong experience in managing Learner Management Information Systems within a multi-site environment. General Essential Criteria Access to a car and able to travel between campuses and other business use as required or ability to demonstrate mobility. TermsandConditionsofService Hours of Work: Hours of work will be fixed from time to time but will amount to not less than 36 hours per week. The postholder will be required to work such additional hours from time to time as may be reasonable and necessary for proper performance of duties, subject to working time regulations. The salary scale reflects any extra attendance liability that may arise from time to time. Salary Scale: NJC Band 8, Scale Point 36 39, £45,718 - £48,710.
