Overview
This role is for a Tax Specialist in the Ministry of Justice (MoJ) Tax Team, part of the cross-government Tax Centre of Excellence (Tax CoE). The Tax CoE is a central resource for tax advice and services available to the public sector, comprised of teams from the Ministry of Justice, Home Office, and Department for Work and Pensions.
This role attracts a specialist allowance of £2,500 or £3,250, depending on location. The specialist allowance is non-contractual and subject to annual review.
Role Purpose
We are looking for a tax specialist who has experience of working in one or both of the following taxes to join the MoJ Tax Team:
1. Employment tax (PAYE, National Insurance, taxable expenses and benefits, and employment status)
2. IR35 Off Payroll Working rules
Experience of the Construction Industry Scheme is desirable but not essential.
As a tax specialist, you will provide technical support, advice, and training to the MoJ core departments, executive agencies, and its Arm’s Length Bodies (ALBs) to ensure compliance with legislation and HMRC guidance.
You will also support cross-government tax compliance projects and initiatives and engage with colleagues from other government bodies, including HM Revenue and Customs and HM Treasury.
Key Responsibilities
* Deliver high-quality, timely, evidence-based tax advice, training, and support on employment tax and/or IR35 queries.
* Lead the submission of accurate statutory direct tax returns, for example, PAYE Settlement Agreements.
* Produce, clarify, and advise on employment tax and/or IR35 policy and compliance.
* Identify current and emerging employment tax and/or IR35 compliance risks and improve tax processes.
* Build strong relationships with key stakeholders for effective partnership working.
* Lead on employment tax and/or IR35 tax projects, ensuring tax compliance outcomes.
* Contribute to the Tax CoE delivery and development of tax services with a focus on continuous improvement.

* A good working knowledge and experience of tax legislation and compliance in either:
* Employment taxes (PAYE, National Insurance, taxable expenses and benefits) and/or
* IR35 Off Payroll Working rules
* The ability to assimilate complex information and provide accurate, timely advice.
* Good stakeholder engagement skills and the ability to build successful working relationships.
* Effective communication skills to translate complex rules into guidance.
* The ability to manage competing priorities and deliver high-quality work.
* The confidence to lead projects and deliver high-quality customer service.
* An enthusiasm to develop further expert knowledge in Tax and Finance.
Desirable Skills
* Knowledge and experience of tax within Government would be useful.
* Experience of the Construction Industry Scheme is desirable but not essential.
