Job Purpose:
You will provide targeted Health and Safety support to all CCS Construction Design & Management (CDM) sites by implementing regular site inspections and audits, providing expert advice and guidance, delivering training and ensuring central policies, systems and procedures are upheld on-site in the construction environment.
Duties:
1. Ensure all site-based activities adhere to the latest Health and Safety regulations.
2. Conduct regular audits and inspections of site locations to identify areas for improvement and implement corrective actions as necessary.
3. Conduct comprehensive risk assessments for all CDM projects, identifying potential hazards and developing mitigation strategies to minimise risks to personnel, equipment, and the environment.
4. Ensure all CCS H&S policies and procedures are tailored to the specific needs of site-based projects and are upheld accordingly. Continuously review and update policies to reflect changes in regulations and best practices.
5. Provide H&S training and educational programs to employees, contractors, and other stakeholders involved in CDM infrastructure projects. Promote a culture of safety awareness and accountability on site.
6. Attend regular contract meetings to provide H&S guidance and highlight any potential risks.
7. Ensure all health and safety considerations, hazards and risks are identified at project inception stage to ensure these can be addressed or mitigated safely.
8. Support and deliver Construction & Design Management 2015 operational documentation. Including Inspections, Audits, Training and project designer.
9. Develop emergency response plans and protocols for various scenarios, including natural disasters, accidents, and hazardous material spills. Conduct drills and exercises to test the effectiveness of emergency procedures and ensure readiness (for CDM sites only).
10. Lead investigations into H&S incidents and accidents, identifying root causes and implementing corrective actions to prevent recurrence (for CDM sites only).
11. Serve as a subject matter expert on H&S issues related to CDM infrastructure projects. Provide guidance and recommendations to project teams, management, and other stakeholders to promote a safe working environment.
12. Collaborate with vendors, contractors, and subcontractors onsite to ensure compliance with H&S requirements and standards. Evaluate vendor H&S performance and make recommendations for improvement as needed.
13. Maintain accurate records of H&S activities, including inspections, training sessions, incident reports, and corrective actions for all CDM site-based activities. Prepare regular reports for management and regulatory agencies as required.
14. Report and liaise with the Compliance & safety Manager to ensure compliance at all times with trade associations and registration.
15. Liaison with external consultants to produce and monitor systems and documents for applicable accreditations and statutory requirements.
16. Identify and implement progressive improvements to control of risks and the way the business operates on-site for efficiency, cost saving and service improvements in keeping with objectives and targets and the company business/growth plan.
Skills/Qualifications:
1. NVQ Level 5 or 6 Occupational Management of Safety & Heath in the workplace.
2. Comprehensive understanding of the CDM Regulations and their application in various construction settings.
3. Ability to analyse complex situations, identify potential hazards, and implement effective safety solutions.
4. Capability to drive a culture of safety and influence behaviour change among site personnel.
5. Strong problem-solving abilities to address safety issues promptly and efficiently.
6. Ability to work collaboratively with various stakeholders, including site managers, contractors, and regulatory bodies.
7. Proficiency in using safety management software and tools to track and report on site safety performance.
8. Flexibility to adapt to changing site conditions and regulatory changes.
Experience Required:
1. Proven track record managing health and safety across multiple sites and ensuring compliance with CDM regulations.
2. Experience running risk-based H&S audit/inspection programmes.
3. Experience of working with ISO systems, accreditations and H&S standards within construction and maintenance contracts.
4. Experience in delivering safety training programmes.
