Job Purpose
* To drive performance improvement across the production line within a number of drainage areas.
* To work with the County System Performance Manager to embed ways of working, producing plans to improve new capabilities including monitoring, control and where appropriate automation.
Job Accountabilities
* To develop and embed situational awareness (understanding external variables which impact on drainage performance) techniques through the use of multiple datasets displayed on the visualisation solution
* To champion the development and use of signature monitoring utilising asset monitoring to understand normal performance of the connect network.
* Responsible for making decisions to enable effective operation within budget. The utilisation and deployment of resources within the Asset group to meet operational needs and Company priorities.
* Responsible for the delivery of the financial targets set for their operational area although Delivery Managers will be required to adhere to their own operational budget. Where decisions will have an impact on standards or costs to other parts of the business they will be the subject of discussion with other business managers.
* Responsible for stakeholder engagement to develop collaborative performance improvement solutions (both internal and external liaison). Champion a drainage team collaborative approach which is mutually beneficial to all managers within the specified area.
* Have a non-bias Drainage area focus (infrastructure and Non-infrastructure) to help drive performance improvement. Achieve pre-set objectives to provide the best wastewater service within area of responsibility e.g. Finance; people; customer and performance.
* To develop and implement Health and Safety risk management plans for all assets within the Drainage Areas
* Manage the implementation and commissioning of capital projects ensuring that asset data is documented and the O&M is fully understood and deployed by the Delivery Teams.
* To undertake specific projects or initiatives as directed by the County System Performance Manager.
* Improve drainage performance - provide technical input into planned programmes of work to reduce the number of reactive incidents, and improve customer satisfaction.
* Understand and champion the appropriate response to some reactive but primarily planned work within a Drainage area.
* To develop a co-ordinated strategic operational plan which will translate the long term business plans and targets into programmes of work and that will address key regulatory elements.
* To lead and facilitate a change in the current business culture by moving to a co-ordinated and planned approach to operational and maintenance management.
* To act as a role model, encouraging operational and maintenance teams to focus on wider strategic issues and commercial opportunities rather than team specific issues
* To manage and motivate all employees working within the drainage area to develop individuals to achieve their maximum level of performance through performance reviews, training and development in order to maintain a highly skilled workforce
* To be responsible for drainage area financial control, monitoring and delivery of pre-defined budgets and financial targets, including TOTEX budgets from delivery or effective maintenance or planned projects.
* To identify any areas for future efficiency savings
* To direct both planned and reactive maintenance and operation of the area based assets resulting in the optimisation of the availability, reliability and performance of process and compliance with regulatory, statutory and company regulations.
* Ensure accuracy of information provided by field to ensure a cost effective and accurate intervention.
* To drive the production of drainage performance reviews and planning for each drainage area.
* Share best practice with other Drainage Performance Managers.
Knowledge and Skills
* Experienced professional with a proven track record.
* Network technical knowledge will be required to ensure legislative and regulatory compliance is achieved.
* High level of understanding of the regulatory and legislative framework surrounding wastewater operations as well as possessing a good understanding of the wider business issues across all levels of the company’s operations
* Strong leadership and communications skills will be essential to motivate, performance manage and develop a large team of people to achieve their best performance
* A strong customer focus is key to the role
* High levels of managerial ability will be needed in order to ensure the delivery of financial plans, key performance targets and regulatory compliance
* Developed analytical skills and an ability to identify, develop and implement solutions to a wide range of financial, technical and managerial problems
* Good long and short term planning ability in order to manage network assets day to day whilst also developing for the operation and management of these assets as well as developing action plans to address customer complaints, service blockages, etc.
Desirable:
A degree and membership of a professional institution (CIWEM or IWO).
