The National Learning Disability & Autism Programme has resulted in changes in the way care is managed and funded for people with a learning disability and/or autism.
We are recruiting for a committed Clinical Quality Assurance Manager with experience of working within the field of Mental Health, Learning Disability or Autism to work primarily within the admission avoidance / Care and Treatment Review pathway.
Working collaboratively with citywide partners, the post holder will ensure that citizens are supported safely in the community wherever possible, rather than admitted to a specialist hospital. Where admission to a specialist hospital is required, the post holder will ensure this is outcome-focused and appropriate, that alternatives have been considered, and that discharges are proactively planned and timely.
Main duties of the job
The post holder will be an experienced clinician or practitioner working within the mental health, learning disability and autism team (MHLDA) within the Birmingham and Solihull MH& LDA Provider Collaborative.
The post holder will be expected to work alongside senior clinical leads and colleagues to coordinate and undertake/chair/lead a range of clinical meetings including LAEPs, CETRs, CTRs, and Dynamic Support Register meetings with partner organisations. There is an expectation that clinical records and reports will be contemporaneous and accurate.
The post holder will require specialist clinical knowledge of the health needs of people with learning disabilities, autism and/or mental health as well as local and national priorities across health services and the impact of these on people with learning disabilities and autism with or without mental health needs.
An understanding of health and social care systems within the Birmingham and Solihull locality would also be beneficial. The successful candidates will also have highly developed reporting and analysis skills and be confident with having outcome-focused and collaborative conversations with a variety of stakeholders to promote patient outcomes and system challenge, working with both NHS and non-NHS providers and Local Authorities.
Care reviews are being undertaken both virtually and in person, so an ability to travel is essential.

Education / Training / Qualifications
Essential
* Educated to Masters degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area.
* RMN/RNLD/HCPC- Significant experience as a qualified Nurse/clinician within Mental health/ Learning Disability settings.
Knowledge and Experience
Essential
* Experience of monitoring budgets and business planning processes.
* Knowledge and experience of the Assessment and funding processes including CHC, DST, Risk assessments, Appeals and Personal Health Budgets, 117 and Transforming Care.
* Experience of setting up and implementing internal processes and procedures.
* Demonstrated experience in a Healthcare environment.
Desirable
* Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement.
Skills / Abilities
Essential
* Experience of drafting briefing papers and correspondence at Senior level. Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
* Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly. Adaptability, flexibility and ability to cope with uncertainty and change.
