Role summary
As part of this role, the candidate should expect to carry out work within the following areas:
* Implement solutions, agree modifications and oversee the preparation of highway maintenance and minor improvement schemes from identification of need, through detailed design and implementation.
* Provide technical input throughout the construction period.
* Plan and programme resources for the design and implementation of annual programmes of highway maintenance and minor improvement schemes.
* Establish agreed solutions with interested parties, which meet engineering, budgetary and environmental requirements.
* Prepare estimates and raise works orders for highway maintenance and minor improvement schemes.
* Monitor and review individual scheme budgets and agree final accounts for authorisation.
* Liaise with internal designers, local highway engineers, statutory undertakers, external consultants, the term service Contractor and the general public.
Represent the County Council at public meetings, to carry out consultations on programme proposals and to advise County Councilors as necessary.
* Support and develop technical staff through effective supervision and allocation of work.
* Assist with the management of the Management Branch to achieve business plan objectives, including continuous improvement.
Required Qualifications and Experience
RQF Level 4 or Degree level qualification in a relevant field
Incorporated Engineer with a relevant body or equivalent experience
Knowledge of relevant highway design standards and procedures
Experience in the design, management and supervision of highways maintenance works
Appreciation of contract procedures, preferably with the NEC Term Service Contract.

Discussing and negotiating works with stakeholders, the public and elected members
Solution of design and site-based issues
Ensuring works are designed and constructed in line with relevant health and safety guidance and legislation.

Ability to fulfil the travel requirements of the role.
Some out of hours working, in the case of emergencies, flooding and extreme weather.
