JOB PURPOSE
:
The person appointed will be responsible for the management of the EA Youth Service research and information, ensuring a regional co-ordinated approach. They will facilitate the efficient and robust collation and analysis of all related information and data to ensure the effectiveness of Youth Service reporting to achieve the best outcomes for Children and Young people. The post holder will also work in partnership with Local and Regional Youth Services colleagues to support in the planning and delivery of Youth Services.
MAIN DUTIES AND RESPONSIBILITIES
Information Management
1. To assist in the establishment, maintenance, management and review of effective data systems to enable the robust analysis of current provision and projected need.
2. To provide needs-related information on distinct geographical areas.
3. To maintain regional systems for recording and reporting on a Management Information System (MIS) for all areas relating to Youth Service.
4. To research, compile, analyse and present data/reports to the Head of Service and Assistant Directors/Directors as required.
5. To assist in the development of local and regional specifications to support effective Youth Service delivery.
6. To assist in the coordination of agreed research on Youth related issues.
7. To ensure that ICT is used in the dissemination of information and planning data to produce reports to help inform practice in Youth Service.
8. To assist in the development of staff guidance on best practice in relation to the use, management, storage and reporting of data.
9. To ensure the confidentiality of information and records within the EA Youth Service in accordance with the data protection legislation and records management policy.
10. Provide needs related information on distinct geographical areas; to contribute to the improvement of Youth Service processes, procedures and systems; delivering training as it is required.
11. Compile and maintain specific databases for heads of service within Youth Service to inform service planning and across the service.
Management
12. To be responsible for the line management of the EA Youth Service administrative officers/staff in the Youth Service Planning and Monitoring Information and Data Team.
13. Direct, delegate and allocate work to the administrative staff team, identifying training and personal development needs as required.
14. To review, on an ongoing basis, administrative practices and procedures and to develop solutions to ensure that effective regional systems are in place to support the Heads of Service.
15. Manage a team to perform to their full potential; promote their development.
Management and Staff Development
16. To develop appropriate standards of performance for the Service administrative staff and ensure they adhere to these standards.
17. To assist in the development and delivery of appropriate training programmes for Youth Service staff.
18. To manage a team to perform to their potential; promote their development and give support when required.
19. To assist in the facilitation of the induction of new staff and ongoing professional development of staff in relation to the service objectives, expected outputs and outcomes.
Developing Partnerships
20. To assist in responding to external queries and correspondence on relevant issues; including partnerships to develop systems for research and information sharing across CYPS directorate and other EA directorates.
21. To develop links with other EA officers across the CYPS directorate in relation to the co-ordination of work related to the area of information, data, research and planning.
22. To develop links and partnerships with external agencies, including partnerships to develop operations and systems for information gathering and sharing.
23. Assist in responding to external queries and correspondence on relevant issues; provide relevant data, reports or other information in relation to external queries.
Developing Strategy, Policy and Guidance
24. To contribute to the improvement of Youth Service processes, procedures and systems and delivering training as required.
25. To assist in the development and management of policy, procedures and processes as related to the areas of work across the EA.
26. To contribute to the development and maintenance of EA Youth Service and CYPS Business Planning.
Other Duties
27. Be expected to represent the EA at a range of regional strategic fora as required.
28. Undertake any other duties commensurate with the grade and scope of the position as directed by the line manager.
