Rate: £700 p/day (Inside IR35)

Job Summary:
The Head of Commissioning will lead the management of over £56 million in annual budgets, overseeing services for vulnerable children and young people, including those in care, with disabilities, and Special Educational Needs and Disabilities (SEND). This role combines strategic leadership, commissioning, and performance management to ensure high-quality, cost-effective services.
Key Responsibilities:
* Lead and manage commissioned services for children in care, those with disabilities, and SEND
* Drive the delivery of key strategies and improve outcomes for vulnerable children and families
* Collaborate across the Integrated Care System (ICS) for service innovation and development
* Ensure services meet statutory requirements and deliver value for money
* Manage external contracts and in-house services, ensuring effective service delivery
* Manage a budget of over £56 million, ensuring efficient use of resources and meeting financial targets
* Lead financial planning and ensure cost-effective service delivery while addressing emerging needs
* Develop a performance culture, ensuring services meet quality standards and deliver measurable outcomes
* Build strong relationships with internal and external partners, promoting collaboration and service improvements
* Represent the Council regionally and nationally, advocating for the needs of vulnerable children
* Ensure safeguarding standards are met, promoting the welfare of vulnerable children and young people
Person Specification:
* Qualifications: Degree (Essential), Post-graduate management qualification (Essential)
* Experience: Extensive experience in commissioning services for vulnerable children, managing large budgets, and leading teams
* Skills: Strong leadership, communication, negotiation, and financial management skills
* Personal Attributes: Committed to safeguarding, with a proactive and solution-focused approach
